We are currently seeking a HR Program Analyst to join our team in Washington, District of Columbia (US-DC), United States (US).

Human Resource (HR) Program Analyst - Navy Undersea Warfare Program Support

NTT Data has an exciting opportunity to provide personnel management support to the U.S. Navy Team Submarine organization at the Washington Navy Yard in Washington, DC. You will assist Team Sub in the administration of manpower management hiring programs for its civilian workforce. We are seeking a candidate to join our team and help provide the US Navy with cutting edge undersea warfare technology. You will provide direct support to the Team Submarine's Corporate Operations directorate.

Work Location: Washington Navy Yard. Telework options for 1-2 days per week after all initial onboarding and team integration is completed (estimated 2-4 months).

Responsibilities:

  • Provide administrative support for all aspects of government civilian hiring process to fill vacant positions within the Team Sub organization.
  • Provide support to the government Administrative Officers (similar roles and functions) during surge times as a team player.
  • Report directly to the Team Submarine Deputy Corp Ops/ Hiring Lead daily for all hiring process matters. Candidate will coordinate work the Team Sub Program Executive Officers (PEO), Executive Directors (ED), Chief of Staff (CoS), Program Managers (PMs), Deputy Program Managers (DPMs), and all supervisory and non-supervisory personnel across PEO SSN.
  • Review procedures and provide feedback regarding process improvements.
  • Interface with the NAVSEA Human Resources Office (HRO) and Office of Civilian Human Resources (OCHR) on all personnel/administrative matters.
  • Responsible for tracking and communicating status of actions and measuring metrics as it relates to execution.
  • Responsible for dissemination of vacancy announcements, welcome aboard emails, employee check-in, etc.

Basic qualifications:

  • 6 years of experience in the administrative management of civilian government workforce, with emphasis on hiring actions and processes.
  • 3 years' experience using the Defense Civilian Personnel Data System (DCPDS)
  • BS/BA degree in business, management, or technical field or equivalent combination of education and work experience
  • Active DOD Secret clearance

Desired qualifications:

  • Experience using the Total Workforce Management Services (TWMS) system for employee metrics, training, and qualifications.
  • Experience with MS Teams and MS Office (Outlook, Excel, Word).
  • Knowledge and understanding of DOD, DoN, NAVSEA requirements, processes, goals, and objectives.
