Description
HR Operations (PACSO), which is part of PAC Employment Policy, Compensation & Systems, currently operates in Washington, DC and Chennai, India to provide a wide range of HR services to World Bank Group (WBG) staff, consultants, dependents, and retirees. These services include front line HR processing and consultation support on HR policies and procedures via telephone, email, walk-in visits, virtual consultations.
PACSO provides centralized HR services to staff and retirees across the World Bank Group and is an integral part of the HRD Organization structure. The PACSO team is the first point of contact for HR Services and strives to continuously improve its processes to drive efficiencies and enhance effectiveness. These services include providing infrastructure for self-services transactions, Tier 1 support and Tier 2 consultation on HR policies and procedures via telephone, email or walk-in visits to the Washington, DC office. The team collaborates closely with other key partners including Payroll, Tax, Pension, Global Mobility, and PAC Centers of Expertise, and Business Partners.
Duties and Accountabilities
The position will have the following duties and accountabilities:
• Conduct thorough business analysis and gather detailed requirements for the project, which includes market research, stakeholder interviews, and documentation of business requirements.• Work closely with the Process Leads (SMEs) to develop and maintain the functional and non-functional requirements throughout the project, ensuring all must-have requirements are captured for project delivery.• Work with the HR Technology Team SMEs and IT teams to ensure requirements are delivered.• Lead requirements and design sessions in a collaborative and structured manner.• Collaborate with stakeholders to translate business strategy into business requirements and applicable user stories.• Lead engagement with the client to fully understand pain points/problem statement and convert into a Business Review Document• Translate technical requirements into consumable information for non-technical stakeholders. Partner with business subject matter experts across work streams, providing both technical support and guidance on HR Technology systems and capabilities.• Ensure that the solution remains aligned with the project's scope and outcomes.• Assist the Project team with business transformation and change activities.• Implement agile practices and techniques for project success. • Foster Agile principles and scrum practices within the HR Technology and Analytics team.• Collaborate for change management planning and execution.• Perform all other duties and projects that may be assigned.• Support the comprehensive product documentation and conduct user support training.• Develop high-level test scripts for scenario-based testing that cover key scenarios and functionalities.• Serve as a Data Privacy focal point.
Selection Criteria
• Master's degree in Business Administration, Human Resources, Finance, Business, Commerce or a similar field and 5 years of relevant experience;• Strong analytical skills; demonstrated ability to conduct research and analysis; able to articulate issues and recommend solutions to aid management in decision-making • Ability to support Senior Staff and Managers effectively• Proficiency in all HR Systems and Microsoft Windows applications, namely Excel, Word and Power Point, including advanced spreadsheet design, lookup tables, manipulation, and analysis skills• Knowledge of core HR areas: compensation/benefits; strategic staffing, learning and training; performance management, career development, staffing and recruitment, and case management• Knowledge or Experience or familiarity with project management methodologies (eg: Six Sigma, Agile, Scrum, PRINCE2, etc.)• Proven track record of planning, executing, controlling, and closing complex, cross functional projects, and the ability to manage a project and its components simultaneously.• Proven ability to collaborate with other team members across boundaries and contribute productively to the team's work and output, demonstrating respect for different points of view.• Strong internal consulting skills and a track record of influencing stakeholders.• Being detail-oriented and capable of delivering a high level of accuracy.• Able to "roll up sleeves"; has the flexibility to engage in all aspects of HR work, from identification of issues to implementation of solutions• Strong oral and written communications and presentation skills, ability to translate complex data for a variety of audiences, and experience with preparing client-ready materials• Strong quality control orientation; attention to detail• Demonstrated ability to work in a fast paced and dynamic work environment• Ability to build strong working relationships with counterparts across Human Resources Department and the World Bank Group.
