Description

SCT is seeking a contingent hire for project management and program management support for a large-scale, Agency-wide project at NASA.  The NASA Office of the Chief Human Capital Officer (OCHCO) is responsible for developing, aligning, and evaluating NASA's civil service workforce strategies, programs, policies, and processes with NASA’s mission, strategic goals, and desired performance outcomes. The OCHCO is tasked with planning, building, and managing the Agency’s critical HC services and analytics to support NASA’s mission requirements. Specific areas of support include, but are not limited to Talent Services Division, Executive Services Division, Digital & Analytics Division, and OCHCO Front Office staff.

Duties

  • Independently manage multiple concurrent work activities while remaining responsive to numerous stakeholders, and delivering high quality work products
  • Providing guidance and advice on the full project life-cycle.
  • Planning & Scheduling (developing comprehensive schedules and timelines, lead/assist with project planning activities, and manage project workstream integrations (e.g., budget, process, IT, etc.)).
  • Risk & issue management (identification, mitigation, tracking, resolution activities).
  • Collaborate with stakeholders to include working with SMEs to document project scope, deliverables, goals, risks, barriers, success measures, and estimated resources needed.
  • Ongoing monitoring & reporting on progress including developing materials and briefing all levels of NASA leadership and employees.
  • Coordinate with outside vendors (once selected) to further the configuration and implementation possible of new platforms or systems.
  • Documentation and Knowledge Management Support (development, modification, and content lifecycle management).
  •  Conduct and/or support strategic planning sessions and related report-outs.
  • Conducting research and focused group engagements as needed.
  • Communication & Change Management support to include strategy development, planning, content creation, change management facilitation, implementation, and multi-media delivery.
  • Communicate routinely to management, customers, project team members, and other stakeholders actively soliciting and addressing customer and project team feedback.
  • Ensures adherence to compliance requirements.
  • Coordinating and preparing for meetings and site logistics.
  • Presenting materials as needed.
  • Lessons learned capture.
  • Research and share with NASA best practices in successful implementation of complex HRIT solutions

Qualifications

  • Graduate degree in a related field of study with 1 year of experience, or bachelor’s degree with 4 years of experience in appropriate area of specialization, or 6 years of experience with no degree
  • PMP certification
  • Federal HR experience in performance management and awards functions 
  • Project management experience implementing federal Human Capital transformation, large scale process change and IT systems
  • Several years of project management experience
  • Possess presentation skills, data management skills, and analytical skills

Location: Services requested shall support the Talent Services Division. The position shall be badged to NASA Headquarters (Washington DC) and shall be performed primarily in a virtual environment.

Travel: Some travel may be needed during the period of performance.
