The Human Capital Specialist (Classification) is responsible for administering effective position classification principles to ensure that positions conform to applicable regulations, standards, policies, and budgetary limitations. This role involves consulting with management, conducting job analyses, and ensuring proper classification of positions in alignment with OPM standards.

Key Responsibilities

  • Classification & Analysis:
  • Consult with managers and subject matter experts (SMEs) to conduct thorough job analyses.
  • Evaluate draft position descriptions against appropriate OPM classification standards to determine the correct occupational series, grade, and title, ensuring adherence to position management guidelines.
  • Develop and maintain accurate position descriptions, including comprehensive position evaluation statements that document classification decisions.
  • Position Management:
  • Maintain accurate competitive and sensitivity levels for GPO positions, ensuring consistency and compliance with established GPO policies.
  • Review and update position decisions to ensure they fully support classification decisions and adhere to proper formatting per OPM and GPO guidelines.
  • Perform desk audits and collaborate with GPO HC Operations to develop a position description database.
  • Consultation & Advisory Services:
  • Provide expert advice and support for the implementation of new classification tools and technologies.
  • Lead and participate in classification and position management workgroups, offering guidance on best practices.
  • Develop and conduct classification training for GPO managers and HR staff, ensuring awareness of changes and developments in classification policy.
  • Research & Development:
  • Review new OPM classification standards and develop implementation plans, ensuring timely adoption of new guidelines.
  • Develop responses to classification appeal requests from OPM and assist in workforce restructuring activities.
  • Communication & Reporting:
  • Classify positions and advise management on the effective use of human resources in position and organizational design.
  • Attend staff meetings and business unit training sessions as necessary to stay updated on relevant policies and procedures.

Requirements

  • Bachelor’s degree and a minimum of two (2) years of relevant full-time experience within the last five (5) years, or an equivalent combination of education and experience.
  • Experience and knowledge working with government classification standards is preferred.
  • Comprehensive knowledge of HR classification policies, procedures, and methodologies, with the ability to apply the Fair Labor Standards Act accurately.
  • Demonstrated understanding of federal HR concepts, practices, laws, regulations, and prohibited personnel practices.
  • Operational knowledge of OPM classification standards, position management, organizational development, and realignments.
  • Proficient in Microsoft Office Suite (Word, Excel, Outlook, PowerPoint) and familiar with automated classification systems such as MonsterClass.
  • Excellent verbal and written communication skills, with strong proofreading and editing capabilities.
  • Proficiency in using automated personnel systems and software for processing personnel actions.
  • Familiarity with HC Dashboard (after training).
  • Ability to read, analyze, and interpret business periodicals, professional journals, and governmental regulations.
  • Capability to write reports, business correspondence, and procedural manuals clearly and effectively.
  • Ability to apply common sense understanding to carry out instructions provided in written, oral, or diagram form.
  • Competence in dealing with problems involving multiple variables in standardized situations.
