The Human Capital Specialist (Recruiting and Staffing) will lead the recruitment and staffing processes across multiple divisions. This role is responsible for managing internal and external recruitments, consulting with hiring managers, and ensuring compliance with federal laws and agency merit promotion plans. The individual will also work closely with hiring managers to understand workforce needs, develop recruitment strategies, and adjudicate veteran's preference while maintaining strict adherence to prohibited personnel practices.

Key Responsibilities

  • Recruiting & Staffing:
  • Consult with hiring managers to discuss job vacancies, position requirements, special considerations, recruitment strategies, and assessment information.
  • Manage recruitment efforts using various hiring authorities (e.g., Delegated Examining, Merit Promotion, VRA, Disability, student programs).
  • Prepare and post vacancy announcements on USA Staffing and USAJobs, ensuring job analysis, candidate ranking, and selection certificates are accurate.
  • Evaluate applicants' qualifications and eligibility under Delegated Examining and Category Rating Procedures.
  • Oversee internal and external recruitment actions such as appointments, promotions, reassignments, and position changes.
  • Collaborate with supervisors and subject matter experts to develop ranking criteria for candidate evaluations.
  • Ensure required documentation is accurately completed and maintained throughout the hiring process, extending job offers when appropriate.
  • Advisory & Compliance:
  • Provide advisory services to operating managers regarding personnel management issues.
  • Ensure compliance with federal hiring regulations and the agency's Merit Promotion Plan.
  • Develop Merit Placement Plans, ensuring alignment with relevant federal laws.
  • Advise management on personnel management responsibilities and provide staffing guidance to ensure recruitment success.
  • Adjudicate veteran's preference and support competitive job postings, classification, and position management.
  • Systems & Tools:
  • Utilize USA Staffing, USAJobs, eOPF, and the Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, SharePoint, Teams) to manage personnel actions and recruitment activities.
  • Maintain accurate information on the HC Dashboard after appropriate training.
  • Professional Development:
  • Attend relevant business unit training sessions and complete mandatory agency training.
  • Participate in staff meetings and collaborate effectively with team members to align recruitment goals with organizational needs.

Requirements

  • Education: Bachelor's degree or equivalent combination of education and relevant experience.
  • Experience: Minimum two (2) years of relevant full-time experience within the last five (5) years.
  • Certification: Current DEU certification required.
  • Job-Specific Knowledge, Skills, and Abilities

  • Strong consulting skills and ability to guide hiring managers on recruitment strategies and best practices.
  • Comprehensive knowledge of federal HR staffing, policies, procedures, and regulations, including the Fair Labor Standards Act.
  • Expertise in OPM classification standards, federal position management, and operational knowledge of competitive job postings.
  • Experience with pay setting, federal pay systems, and applying 3Rs (recruitment, relocation, retention) incentives.
  • Strong proficiency with Microsoft Office Suite, and ability to work with automated personnel systems (e.g., USA Staffing).
  • Exceptional verbal and written communication skills, with proven ability to draft reports, correspondence, and procedural manuals.
  • Strong analytical and problem-solving skills with the ability to handle multiple tasks and competing priorities.
  • Ability to work both independently and collaboratively in a team environment.
  • Language and Reasoning Skills

  • Ability to read, analyze, and interpret business periodicals, professional journals, technical procedures, and government regulations.
  • Strong written and verbal skills for crafting reports, presentations, and procedural guidelines.
  • Ability to apply common sense and critical thinking to problem-solve and manage complex recruitment situations.
