POSITION SUMMARY:
This office position plays an integral role in the overall function of the Human Resources department. The HR Manager provides professional advice on human resources policies and procedures, handles all employee relations matters, oversees the company benefits administration, coordinates and directs administrative functions, promotes employee engagement, handles recruitment, lends support to retention efforts, and is a professional resource to management. This role manages HR professionals, providing support, guidance, and development.
 

ESSENTIAL DUTIES & RESPONSIBILITIES:

  • Essential duties include the following, while other duties may be assigned to meet business needs:
  • Recommends new approaches, policies, and procedures for continual improvements in efficiency of Human Resource services performed.
  • Manages all employee relations matters and works to resolve them in an effective and timely manner. This will include complex employee relations issues that may arise. Conducts effective, thorough, and objective investigations in a timely manner. Keeps VP of HR informed of all serious matters.
  • Works closely with all levels of management to provide guidance and be a resource on employee matters, to include, but not limited to, disciplinary issues, work performance, employee conflict, etc.
  • Handles recruitment process for both office and management positions as needed, to include job posting, reviewing resumes, phone screens, working closely with the hiring manager on progress of role.
  • Serves as a technical expert in healthcare costs containment and leads all healthcare cost containment initiatives. This will include reviews of plan usage with the insurance broker to provide a high-level quarterly report to the Benefits Committee.
  • Analyzes health insurance claims payments, ensures proper employee v. employer responsibility for claims cost share, and audits claims payment processes periodically.
  • Drives wellness initiatives across all business units, working with wellness champions at each location. Oversees the benefit team’s efforts on creation, promotion, distribution, and facilitation of wellness program initiatives to promote engagement and wellness.
  • Assists VP of HR in the development of budget, policies, and procedures relevant to the operation of the wellness program.
  • Manages the annual Open Enrollment process working closely with the benefits broker and the HRIS team.
  • Ensures overall benefits compliance including, but not limited to, ACA process, 401(k), eligibility for PT variable hour employees (annual review), etc.
  • Supervises the Benefits team and the HR Service Center team, providing leadership and guidance, as well as serving as a backup to the team for incoming calls or emails when needed.
  • Oversees the company credentialing process for drivers and other personnel, conducting regular audits to confirm compliance, reviewing weekly reports, and providing ideas and guidance to the HR & Credentialing Coordinator responsible for credentialing compliance.
  • Promote positive employee engagement by working closely with the VP of HR and VP of Operations to coordinate employee events (Back to School, Holiday Parties, etc.) and wellness activities.
  • Maintains in-depth knowledge of legal requirements related to day-to-day management of employees, reducing legal risks, and ensuring regulatory compliance. Seeks legal assistance with oversight from VP of HR as needed/required.
  • Assists the VP of HR with any legal matters, to include reviewing employees’ personnel files, gathering documentation, conducting interviews, etc. when needed.
  • Works closely with management and employees to improve working relationships, build morale, increase productivity, and improve retention within Operations, specifically school bus drivers/monitors.
  • Participates in staff training and development efforts for all divisions.
  • Maintains an effective level of business literacy for goal setting and strategic initiatives development.
  • Maintains Affirmative Action Program; maintains other records, reports, and logs to conform to EEO regulations. Works with HRIS Specialist on EEO-1 reporting.
  • Oversees the unemployment process for employees, providing support and guidance to the HR Coordinator responsible for this process.

QUALIFICATIONS:

  • 7+ years’ progressive experience in a Human Resources environment.
  • 2+ years managing a team, preferably with HR personnel as direct reports.
  • Strong leadership skills to mentor and develop team members.
  • Previous experience in the transportation industry, or similar work environment with full-time, part-time, and variable hours employees a plus.
  • Strong knowledge of principles and practices of human resources and ability to explain to others clearly and concisely.
  • Strong knowledge of corporate benefits including, but not limited to, health, retirement, life & disability insurance, HRA/HSA/FSA accounts, employee assistance, PTO, etc.
  • Prior experience with an HRIS database, and electronic data tracking.
  • Strong computer (Microsoft Office), social media and internet skills. Experience with Learning Management & Applicant Tracking systems a plus.
  • Excellent attention to detail skills and knowledge of the importance of accurate information within HR.
  • Excellent interpersonal skills and ability to interact with all levels of staff.
  • Excellent verbal and written communication skills including writing policies and making group presentations.
  • Ability to provide clear and concise information to others on the first communication.
  • Excellent organizational skills with demonstrated ability to prioritize work activities.
  • Excellent time management skills with demonstrated ability to complete assignments autonomously by the designated due date. Must be able to follow up on tasks from others to not delay any project.
  • Ability to handle difficult situations professionally and in a non-confrontational manner.
  • Ability to use critical thinking skills to problem-solve using sound and accurate judgment.
  • Integrity and the ability to handle confidential information.
  • SPHR certification preferred.

EDUCATION:

  • Bachelor's degree in Human Resource Management or equivalent area of study.
  • Master’s degree in Human Resource Management a plus.
