We are seeking a HR Specialist for a full-time contract opportunity with FM Talent Source for one of our valued clients. This will be based in Washington, DC.

Responsibilities

  • Code and ensures accuracy of all personnel actions. Researches and analyzes specifics of individual situations, inputs data into the HR processing system(s) and forwards actions to HR Specialist(s) for review and approval.
  • Build positions for new/revised position descriptions (PDs) and ensure that the PD cover sheet (OF8) is complete and properly documented.
  • Assist HR Director with personnel projects and initiatives.
  • Drafts/ensures proper completion of supporting documentation for HR actions.
  • Coordinate with the business units for HR related matters related to policies.
  • Coordinate clearing and processing actions through the Interior Business Center (IBC).
  • Provide technical assistance and recommendations and serve as a point of contact for Interior Business Center (IBC)/Federal Personnel and Payroll System (FPPS) processing and FPPS error reports. Coordinates with systems help desks to resolve complex system errors and issues.
  • Assist with the completion of appointment forms, providing information/guidance as necessary and referring more complicated questions/issues to the appropriate HR Specialist.
  • Ensure that employment forms are routed for processing, and upload appointment paperwork to the employee's eOPF.
  • Review and calculate service calculation dates when re-computation is needed.
  • Adhere to applicable telework work policies and procedures of the Department of Education.
  • Work effectively and efficiently in a telework environment and in accordance to policies and procedures.
  • Performs other duties of a similar nature and level as assigned.

Qualifications

  • Bachelor's degree preferred, but not required in related human resources.
  • Preferred current HR Specialist support.
  • Proven work experience 5-year experience minimum, as an HR Specialist or HR Generalist.
  • Candidate must reside within 40 miles of the primary location (Washington, DC).
  • Current/active suitability clearance - requirement level - moderate risk
  • Demonstrate expertise and capability in the following areas: human resources compliance, federal experience; organizational design; human resources information systems (HRIS); training and development; onboarding new employees and providing resources; recruitment and staffing; workforce planning; and using HR data analytics.
  • Demonstrates knowledge and experience with Federal human resources regulations, principles, policies, rules, and terminology.
  • Demonstrates ability, knowledge, and experience in researching, analyzing, and organizing facts related to a variety of situations.
  • Demonstrates ability to respond to a variety of HR-related inquiries, resolve technical discrepancies, and provide advice/make recommendations in support of one or more HR specialist area(s) or programs(s).
  • Standardized personnel coding and processing procedures to manage the appropriate disposition of personnel forms and related documentation.
  • Interior Business Center (IBC)/Federal Personnel and Payroll System (FPPS) application(s).
  • Knowledge of Microsoft suite applications.
  • Proficiency in oral and written communication.
  • Problem-solving abilities.
  • Demonstrate ability to assist with conducting small training sessions.
  • Team management skills.
  • Maintain professionalism.
  • Ability to work independently and proactively with little or no supervision.
  • Onboarding training, such as cybersecurity and ethical training.
  • Ability to work effectively and efficiently in a telework environment while adhering to telework policies and procedures.
