Job Summary:

The IFP Growth & Expansion Senior Advisor will lead IFP's new market (state) expansion efforts. As a member of the Growth and Performance leadership them, the role will lead the development and management of IFP's expansion road map, pre-Go-To-Market activities, and distribution and marketing strategy. In this highly collaborative role, the IFP Growth & Expansion Senior Advisor will partner across the IFP Team and broader Cigna enterprise to support growth goals and will serve as an internal subject matter expert to our Go-To-Market and local market teams.

Key Job Functions:
  • Own, develop, and maintain multi-year expansion road map including target market assessments and profiles, new market business cases, and entry recommendations.
  • Lead and deliver pre-Go-To-Market activities including, but not limited to, assessment of regulatory and competitive market requirements, target audience identification, defining Cigna's value proposition in targeted markets, and in partnership with internal stakeholders, our network design, product strategy, and sales and marketing approach.
  • Identify, engage, and manage relationships with third party experts/consultant providing support for IFP market expansion efforts.
  • Partner with Finance to develop membership forecasts and pro-forma P&Ls with accountability for delivering on new market growth and profitability expectations.
  • Identify and direct the testing of innovative growth approaches that can differentiate Cigna in the market place, align with enterprise-wide strategies and enable long term growth.
  • Support Go-To-Market Execution as a subject matter expert on new market goals, strategies, and tactical approaches.
  • Facilitate a smooth transition of new markets (states) to assigned Market Manager.
  • Build collaborative relationships across the enterprise IFP new market growth objectives.
  • Shape the culture of the organization as it adjusts to an ever changing marketplace. Promote an organization that strategically builds the business and market relationships, has a long-term vision in the market, and rewards/ encourages accountability while recognizing individuality and diversity.

Education & Experience:

Bachelor's degree in business, healthcare, or related field and a minimum of 8 years in a Product or Market expansion role or an equivalent combination of experience and education. Experience in a Qualified Health Plan/Individual and Family Plan is required and an MBA is preferred.

Minimum Qualifications
  • Demonstrated experiencing leading and managing product or market growth and expansion efforts, focused on new market entry, with a track record of achieving bottom-line results by managing against well-crafted market entry plans.
  • Demonstrated experience evaluating and assessing new market opportunities, developing multi-year road maps, and creating membership forecasts/pro forma P&Ls.
  • Knowledge and expertise of Qualified Health Plan (QHP) / Individual and Family Plans (IFP) market with minimum of 3 years' experience within the QHP / IFP segment as a Product Manager or Market Lead.
  • Innovative thinking who is willing to identify, advocate for and pilot new ideas and able to quickly learn and adapt based on outcomes.
  • Experience with network contracting, product development, partnership development, and product distribution (sales and marketing).
  • Ability to anticipate the market and external influences.
  • A strong strategic sense coupled with an operational orientation; able to contribute to a strategic process, yet is someone who executes flawlessly.
  • Proven leadership, influencing and negotiation skills in a highly matrixed environment.
  • Demonstrated ability to influence others and utilize resources to accomplish tasks. Has excellent win/win negotiation skills.
  • Exceptional communicator through a breadth of channels and audiences, including externally, with senior leadership, large audiences, and matrix partners.

For this position, we anticipate offering an annual salary of $112,700 - $187,800, depending on relevant factors, including experience and geographic location.

This role is also anticipated to be eligible to participate in an annual bonus plan.
