About You and this Role:
The Dow Industrial Solutions (DIS) business has an exciting opportunity for an Improvement Engineer to join the DIS technology Center and serves as a core member of the business's Hazardous Organic NESHAP (HON) Compliance Program Implementation team. This team has the primary responsibility to implement the required improvements at Dow's 10 DIS manufacturing facilities that are governed by the HON regulation to comply with the new regulation. The program spans multiple process technologies (Ethylene Oxide, Glycol Ethers, and Amines) at multiple sites (Plaquemine, Saint Charles, Seadrift, & Freeport). This will be a fast paced, highly visible initiative as the improvements are required to ensure our right to operate these key business assets and preserve an estimated $2.4B of value generated.
As a member of the HON Compliance Program Implementation team, your core responsibility will be to support Front End Loading design for the defined gap closure projects acting as a combination of Improvement Engineer and Manufacturing Representative. You will work with the Technology experts and the local manufacturing teams to collect data required to complete scope definition and then serve as the primary focal point / interface with Dow's Technical Expertise & Support (TES) project team.
Our resourcing model for this program is to use program level resources to complete FEL design and then engage the local plant resources (Improvement Engineers & Tech Advisors / Operators) to provide primary support during detail design and to own commissioning and start-up.
About You:
You are a self-motivated and self-directed individual that requires minimal supervision. You work well with others as you are a key member of a multi-functional, cross geographical, culturally diverse project team with a common goal to deliver a best-in-class manufacturing facility on time and on budget. You are a courageous leader serving as the champion for safe, reliable operation of equipment and the process during process design phase of the project.
Responsibilities:
- Possesses in-depth process technology and continuous improvement skill sets helping to establish credibility with the operations team.
- Leads continuous improvement activities (gap closure / project scope definition) for the different facilities covered by the HON regulation and serve in specific GPM related roles of manufacturing representative thru FEL Design.
- Partners with the experts (Tech Center, Operations, EH&S, TES) to develop project scope / gap closure plans that supports the business objective of the minimum investment cost compliance plan.
- Champions process safety activities in project design. Partners with plant operation and the Tech Center to ensure a robust, safe manufacturing process.
- Ensures implementation of the best technology in the project by integrating operability input from plant operations, Most Effective Technology (MET) from the Technology Center, and Maintenance and Reliability inputs into definition and design.
- Carries accountability for the technical integrity and operability of the final facility. Ensures effective interface between the manufacturing representative and plant operations to ensure technical integrity and optimum operability.
- Provides effective communication and coordination between project team and Operations.
- Implements Functional Input and Evaluation process. Implements Scope and Criteria Management.
Qualifications:
- A minimum of a bachelor's degree in engineering
- A minimum of 3 years of relevant experience (i.e. engineering, manufacturing, or related)
- Willing and able to travel in order to support business need (with or without reasonable accommodation)

- A minimum requirement for this U.S. based position is the ability to work legally in the United States. No visa sponsorship/support is available for this position, including for any type of U.S. permanent residency (green card) process.
Preferred Skills:
- Prior experience working with Ethylene Oxide, Glycol Ethers, and / or Amines Technologies
- Prior experience working as an Improvement Engineer and defining scope of work for a project and developing preliminary scope documents to transmit to Engineering team.
- Past experience in manufacturing and/or serving as the Manufacturing Representative on a capital project.
Additional Notes:
- This role can be performed out of any of Dow's major sites on the US Gulf Coast - Plaquemine, Saint Charles, Seadrift, Freeport, Houston, Texas City.
- Business travel will be required as needed to support project work at the "in scope" sites - Plaquemine, Saint Charles, Seadrift, & Freeport.
- This position does not offer relocation assistance.
