The Board Information Services (BIS) Team in SECCA is seeking a highly motivated and skilled Information Analyst, who will play a crucial role in supporting the research and information needs of the Team's clients. The ideal candidate will have a strong background in library science, information management, excellent research skills, along with skills in training and website maintenance.
VPU Context:
The Corporate Secretariat (SEC) of the World Bank Group supports the Board of Governors and the Executive Directors of IBRD, IDA, IFC and MIGA in executing their fiduciary and governance responsibilities. SEC therefore is unique in working across all the World Bank Group institutions (IBRD, IDA, IFC, MIGA, and ICSID) and serves as the key interlocutor between the Board of Governors, the Executive Directors (EDs), the President and Senior Management, operational management, and staff. SEC's primary purpose is to facilitate effective, efficient, and strategically focused interactions between the Board and Management to achieve the World Bank Group's overall mission of poverty reduction.
The Corporate Affairs and Administration Department (SECCA) leads shareholder relations, elections, voting and membership for all WBG institutions, and the implementation of the IBRD and IFC capital increases. It manages all communications with Governors as well as all governance, policy, and administration aspects of Board Officials, including appointments and terminations, and the Joint Bank/Fund Committee on Remuneration of EDs and Alternates. SECCA also leads the organization of the WBG Spring and Annual Meetings, the Board's records and information services, the Board's knowledge, learning and onboarding programs and the Voice Secondment Program, and oversees, in cooperation with the Information Technology Services team, Board systems modernization and delivery of technology services to EDs' offices.
The BIS Team serves as the information management arm of SEC, responsible for managing the repository of official documentation issued to and by the WBG Boards and the Board of Governors since 1946, and managing all the Board and SEC related websites, including websites for the Boards, SEC, EDs Portal, and the EDs offices' individual websites. The client-facing service known as the Board Resource Center (BRC) provides reference and research services to Board officials, WBG management, and staff, and responds to inquiries related to the Boards of Executive Directors and the Board of Governors. The BRC also serves as a key liaison to the Library Network and WBG operations teams to bring the information to the Executive Offices that is necessary for their duties. The BRC also provides information training sessions on such resources.
Duties and Accountabilities:
Duties of the Information Analyst may include but not be limited to the following:
• Providing high quality and timely reference and research service in response to requests from the Board officials and WBG management for information and records relevant to the Board's work.
• Performing content updates and maintenance support for the EDs' Portal, SEC and Boards Websites, and support for EDs' web editors for their individual offices' websites.
• Designing, coordinating and implementing information resources training sessions as part of the BRC Learning Series, in coordination with the SECCA Knowledge & Learning team and relevant WBG corporate and operational teams.
• Designing and creating Board-related knowledge products on development and governance themes related to the Boards' work program.
• Identifying Board records responsive to requests under the Bank's Access to Information Policy and related analysis.
• Liaising with the Library Network and other WBG information owners (e.g. WFA, OPCS, IFC, operational units) in order to bring key information resources to EDs and SEC staff in a timely manner.
• Staying up to date with emerging trends and technologies in information management and integrate them into the BIS team's services.
• Performing other ad-hoc responsibilities may be added by the BIS Team Leader or SECCA Director as needed.
Selection Criteria
• Must have a Bachelors' or Masters' degree with five years' experience or equivalent combination of education and experience, preferably in Library Science or Information Science.
• Strong knowledge of information management, records management, and web development tools used by the WBG. Basic knowledge of data analytics, and AI/ML such as Natural Language Processing (NLP) would be a plus
• Demonstrated understanding of the WBG's mission and organizational structure, along with familiarity with related development, operational and corporate terminology.
• Willingness and temperament to calmly and effectively address and prioritize multiple complex research questions.
• Strong interpersonal skills and the ability to interact effectively with clients and colleagues at all levels with discretion and tact.
• Excellent communication and interpersonal skills, with the ability to interact effectively with clients and colleagues at all levels in the organization.
• Strong organizational skills and attention to detail.
• Ability to work independently as well as collaboratively in a team-oriented environment.
• Knowledge of emerging trends and technologies in library science, records management, and web development.
