This position is located in the Bureau of the Comptroller and Global Financial Services (CGFS), Office of Global Systems (GS). CGFSās mission is to provide an accountable, efficient, and transparent financial management platform that furthers the U.S. governments and Department of Stateās global foreign affairs mission, provides accurate and high-value financial information and supports quality stewardship over financial operations and resources.

Qualifications
Applicants must meet all the qualification requirements described below by the closing date of this announcement.Ā
Applicants applying for the GS-14 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:
- Attention to DetailĀ - Plans and manages complex IT projects involving interrelated disciplines and multiple stages of the system development lifecycle. For example, IT projects, IT infrastructure with agency business requirements, integrated systems analysis, software development, database administration, and customer support into the project plan.
- Customer ServiceĀ - Demonstrates expert skill in working with managers and customers, throughout the bureau and department to resolve all technical issues to identify/diagnose problems and establish system standards and documentation to measure and evaluate results.
- Oral CommunicationĀ - Provides expert advice and guidance to all levels of management to support computer personnel and users throughout the agency engaged in the development and implementation of the systems and sub systems required to meet the logistics of the agency.
- Problem SolvingĀ - Monitors and controls, as assigned, IT projects of significant size and complexity to determine project scope, timeline, quality, and costs, and will be called upon to provide technical and analytical guidance to the project team and relevant stakeholders.
AND Have at least 1 full year of specialized experience equivalent to the GS-13 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
- ExperienceĀ managing projects related to web-based systems.Ā
- Experience overseeing the installation and maintenance of web-based systems and information services.Ā
- Experience monitoring programs, initiatives and/or projects and reporting on the status and progress to upper management.
NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. There is no substitute of education for specialized experience for the GS-14 position.
