Summary
This position is located in the Department of Homeland Security (DHS), Office of the Chief Information Officer.
The primary purpose of this position is to coordinate office communications to facilitate secure voice, data, and video service; providing secure communications for departmental leadership with other agencies. The incumbent will ensure availability, quality, and security of all government communications regardless of location.
Non-BU: This is a non-bargaining unit position.

- May be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays and/or overtime, work a rotating shift schedule on short notice, and/or be on call or on standby for up to 24 hours per day.
- Work requires travel away from the normal duty station on military or commercial aircraft.
- The incumbent is identified as a member of the OPS Emergency Relocation Group (ERG) and subject to deployment, with little or no notice, to alternate operating facilities during all hazard events, threats, incidents, and emergencies.
Qualifications
You qualify for the GS-13 grade level if you possess one (1) year of specialized experience equivalent to the GS-12 grade level in Federal Service. For this position, specialized experience is defined as:
- Serving as a technology liaison between the Executive Leadership Support Team and all offices and departments inter-operating with travel IT/Telecommunication systems.
- Utilizing current and future multi-level security products collectively to provide data integrity, confidentiality, authentication, non repudiation, and access control of the LAN.
- Providing criteria and standards for specialized, difficult, or unusual telecommunications requirements.
- Evaluating, testing and recommending purchases of communication and computer equipment and software to ensure present and future state-of-the-art support.
- Reviewing plans, specifications, maintenance requirements, and cost estimates of contracting firms to ensure modernization of communications and computer requirements comply with program goals and objectives.

Substitution of education in lieu of specialized experience may not be used for this grade level.
A Bachelor's degree in IT or Telecommunications is highly desired.
IT certifications in Net+, A+, Security+, CISSP is highly desired.

Essential Personnel Position - This position may be designated as essential personnel. Essential personnel must be able to serve during continuity of operation events without regard to declarations of liberal leave or government closures due to weather, protests, and acts of terrorism or lack of funding. Failure to report for or remain in this position may result in disciplinary or adverse action in accordance with applicable laws, rules, and regulations. (5 U.S.C. 7501-7533 and 5 CFR, Part 752, as applicable). Incumbent may be required to reside at alternate sites for extended periods of time, potentially without communication with family and friends. The living conditions at the alternate sites may involve crowded living conditions and extremely long work hours.
