Infrastructure Operations Systems Manager
Job Description
We are seeking an Infrastructure Operations Systems Manager to join our team and support our client in Washington DC. This position reports to the Program Manager and provides day-to-day management to meet all technical, schedule, and cost requirements, including the SLAs for service delivery, and for the engineering functions within the Operations and Maintenance effort.
This position will lead the Infrastructure Ops team and provide systems engineering and operational support for hardware, software, and cloud implementations. Activities include assessment, design, implementation, configuration, documentation, coordination, control, maintenance, troubleshooting, security, usage monitoring and the development of specialized procedures for systems. Responsible for capacity planning, tuning, system monitoring, system performance and problem resolution across all aspects of the infrastructure.

Essential Duties and Responsibilities:
- Supervise a cross-functional IT Operations team including Windows, Linux, Cloud, SharePoint, Storage, VOIP, and Database
- Supervise, coordinate and/or perform additions and changes to hardware, operating systems, and attached devices
- Provide direct support in the day-to-day operations on hardware and operating systems, including the evaluation of system utilization, monitoring response time, and primary support for detection and correction of operational problems
- Participate in planning design, technical review, and implementation for new infrastructure hardware and operating systems
- Provide technical consultation, training and support to IT staff as designated by the government
- Perform enterprise-wide strategic systems planning and analysis
- Establish standards for information systems operating procedures
- Apply engineering disciplines to develop system transition and strategic planning documents
- Provide technical guidance in solution engineering techniques and automated support tools
- Install new / rebuild existing servers and configure hardware, peripherals, services, settings, directories, storage, etc. in accordance with standards and project/operational requirements
- Effective provisioning, installation/configuration, operation, and maintenance of systems hardware and software and related infrastructure
- Develop work plans and LOEs as they relate to systems integration work tasks and team members
- Research, evaluate, and recommend systems/equipment/technologies based upon client needs
- Draft technical instructions, engineering plans, technical designs, and other systems integration related documents
- Prepare requisition documents and modify requirements as necessary
- Maintain periodic configuration backups
- Recommend implementation of software upgrades as necessary
- Develop and conduct testing plans and procedures based upon system recommendations
- Provide client with post-installation and integration support
- Responsible for applying an enterprise-wide set of disciplines for the planning, analysis, design, and construction of information systems
- Ensure the complete resolution of a technical problem to fully meet client's needs
Work Experience:
- Minimum of five (5) years of experience managing teams of up to 10 staff members in a cross-functional technology environment.
- Minimum of ten (10) years' experience with Windows (Windows Server 2012 or higher), Hyper-V and VMWare
- Minimum of ten (10) years' experience in client/server or eight years of distributed architecture environment in MIS or web-based applications development
- Experience with patching servers/virtual machines
- Minimum five (5) years' experience with cloud implementations, preferably AWS
- At least six years' experience with automation
- Previous experience supporting IT software projects
- Demonstrated experience working in a collaborative, fast-paced environment
Job Skills:
- Knowledge of design methodology, case and analysis tool, ER diagram, data flow analysis, relational database design, and documentation standards required to provide object-oriented analysis, design and programming.
- Must be able to provide a structured methodology to help prioritize constantly changing requirements of the Operations team and provide clear direction to the team as to what work should be completed.
- Must be able to engage with the customer to remove impediments that present themselves to the Operations Team
- Ability to translate customer requirements into technical requirements that the Operations Team can execute
- Willing to assist and support the team with evolving requirements and objectives
- Excellent analytic and communication skills to help build and document processes, policies, and help guidelines.
- Interface with various team members, including management team
- Strong attention to detail and sense of urgency
- Customer service driven and strong problem-solving and results focused
Education:
- Bachelor's Degree in Computer related discipline required
- Master's Degree in Computer Science, Management of Information Systems preferred
Certifications, Licenses and Registrations:
- ITIL v3 or 4 Foundations Certification preferred
- Certified Information Technology Professional (CITP) preferred
- Project Management institute Project Management Professional (PMP) or Agile Certified Practitioner (PMI-ACP) preferred
- Able to obtain Health and Human Services and/or relevant Public Trust Clearance
Communication Skills:
- Strong written and verbal communication skills
- Solid ability to interface, inspire and motivate at various levels of the organization
- Ability to convey technical information to non-technical individuals
- Demonstrated experience communicating effectively across internal and external organizations
Travel:
- Willing to travel locally in the DC area occasionally
Environmental Requirements:
- Mainly sedentary; in an office environment
- May be required to lift ten (10) pounds
- Flexible in working extended hours
