Summary

This position is located at Departmental Offices, Terrorism and Financial Intelligence-Intelligence Analysis. As an Intelligence Research Specialist (Intelligence Analyst), you will apply expert knowledge and advanced research, analytical, and methodological techniques to examine and assess all-source intelligence, with emphasis on evaluating international economic financial, and/or cyber threat information.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized experience for the GS-12: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes AT LEAST 3 of the following:

-Conducting research and analysis and preparing reports on cyber threats, national security, critical infrastructure, intelligence, sanctions, banking, financial networks; OR
-Preparing analytical assessments and presenting research findings to senior level management; OR
-Performing analytical assignments involving all-source intelligence analysis on the structure and operations of cyber actors, criminal financial networks, or other entities posing a threat to US national security; OR
-Researching, structuring, and integrating intelligence data with other financial and economic data to generate integrated and coherent analysis; OR
-Conducting financial, energy and/or other industry-focused analysis; OR
-Providing intelligence briefing and/or intelligence support to customers; OR
-Using cyber or financial-sector-related data to generate coherent analysis.

Specialized experience for the GS-11: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes AT LEAST 2 of the following:

-Analyzing and interpreting data and preparing reports on financial-, banking operations-, critical infrastructure-, or cyber related topics; OR
-Preparing reports on national security, cyber threats, intelligence, critical infrastructure, or sanctions-related topics; OR
-Preparing focused analytical assessments; OR
-Researching transactional, statistical, budgetary, or other quantitative sets and using data software programs to analyze collection results; OR
-Researching the operations, practices and/or support structures of financial networks; OR
-Researching cyber, critical infrastructure, intelligence or sanctions-related topics; OR
-Researching finance, energy or other industries; OR
-Experience in finance or financial markets.

OR
You may substitute education for specialized experience as follows: Ph.D. or equivalent doctoral degree, if related; OR
3 full years of progressively higher level graduate education leading to such a degree, if related; or LL.M., if related; OR
You may qualify by a combination of successfully completed graduate level education and specialized experience. Only graduate level education in excess of the first 2 years may be combined with experience. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.

Specialized experience for the GS-09: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes AT LEAST 2 of the following:

-Analyzing and interpreting large data sets using data software programs; OR
-Preparing focused analytical assessments, briefs or memos; OR
-Preparing reports on national security, intelligence, economics or sanctions-related topics; OR
-Researching transactional, statistical, budgetary, or other quantitative data; OR
-Creating models, surveys or algorithms using data software programs to analyze data collection results; OR
-Reading and using macroeconomic data, economic reports, and/or industry studies; OR
-Experience in economic policy, international or development economics, or finance and financial markets.

OR
You may substitute education for specialized experience as follows: Master's or equivalent graduate degree, if related;
OR
2 full years of progressively higher-level graduate education leading to such a degree, if related; or LL.B. or J.D., if related;
OR
You may qualify by a combination of successfully completed graduate level education and specialized experience. Only graduate level education in excess of the first 18 semester hours may be combined with experience.

CONDITIONS OF EMPLOYMENT:
  • A two-year trial period may be required.
  • Must have, or be able to obtain and maintain, a Top Secret security clearance based on a Single Scope Background Investigation (SSBI).
  • Must be eligible for Sensitive Compartmented Information (SCI) access.
  • Must successfully complete a background investigation.
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
  • If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
  • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
  • Obtain and use a Government-issued charge card for business-related travel.
  • This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time.
