The primary purpose of this position is to serve as the HAF A26 Senior Targeting Subject Matter Expert for Multi-Domain Intelligence, Surveillance and Reconnaissance (ISR) Operations.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: mastery of a comprehensive range and firm knowledge of the principles, concepts, and methodologies associated with the following disparate professional fields: targeting, intelligence acquisition and non-kinetic operations. The employee applies experimental theories and new developments to problems not susceptible to treatment by accepted methods or makes decisions or recommendations significantly changing, interpreting, or developing important policies and programs. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the intelligence cycle and intelligence policy and guidance, and the structure, organization, roles and missions, and inter-relationships of the national IC, DoD, and USAF.
2. Knowledge of the targeting cycle and targeting doctrine, regulations, policies, guidelines, requirements, and initiatives related to assigned program(s) and/or project(s) and the structure, organization, roles and missions, and inter-relationships of the federated IC, DoD, Joint, Services and USAF targeting enterprises to include expert level knowledge of targeting as it has been applied since first the employment of military aircraft.
3. Knowledge of the Air Combat Command and CAF multi-domain operations and information operations missions and awareness of the latest advancements in technology to initiate corrective or preventative action to ensure optimum performance of subordinate units.
4. Knowledge of planning, programing, budgeting and execution processes, acquisition policy and guidance, and the roles and responsibilities USAF and national research laboratories, acquisition program offices, life-cycle management, and system testing enterprises.
5. Knowledge of a comprehensive range of targeting and intelligence research methods, techniques, and practices and advanced analytical principles, concepts, automated systems and tools and methods used to identify and analyze complex multi-source intelligence information to produce detailed studies, threat assessments and programing initiatives, identify targeting and intelligence deficiencies, and advocate for customer requirements.

Skill in communicating clearly, concisely, and with technical accuracy, orally and in writing, as well as work in a professional manner with peers, management, subordinates, contractors, academia, and other agencies to work out solutions to complex problems, prepare professional level documents, studies, concise point papers, and deliver General Officer (executive) level information and decision briefs for decision making purposes.
CONDITIONS OF EMPLOYMENT CONT'D:
1. Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed. Incumbent is required to protect classified information and materials in accordance with applicable USAF and national agency security directives and personal data controlled by the Privacy Act of 1974 must be safeguarded appropriately.
2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
