The primary purpose of this position is to serve as the Detachment's Senior Advisor for HUMINT operations focused on collection against foreign aviation, air defense, cyberspace, space, missile, and advanced technology capabilities and employment.

  • Graduation from Defense Strategic Debriefing Course (DSDC) is required.
  • A Bachelor's Degree or course work in international relations, political science, aerospace engineering, computer science, or foreign language capability is highly desired.
  • A Master's degree is desired.
  • Employee is subject to irregular duty hours and may be subject to working overtime and weekends. This work is mostly sedentary performed in an office setting. Prolonged periods of sitting, reading, and intense data analysis are typical.
  • Employee will be required to travel frequently by military or commercial aircraft in the performance of temporary duty.
  • Position may be eligible for DCIPS STEM TLMS.

Qualifications

This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Comprehensive knowledge of HUMINT collection methods, techniques, and practices in order to mentor unit HUMINT collectors, and ensure operations meet DoD and US Government policies and guidelines for effective, safe, and ethical HUMINT activity.

2. Comprehensive knowledge of intelligence oversight, legal rights of US citizens regarding intelligence, and IC standards for operational coordination and de-confliction ofHUMINT operations.

3. Knowledge of advanced HUMINT methods to include the operational design, assessment, management, and debriefing of human sources of intelligence in a manner that efficiently answers US Air Force intelligence gaps.

4. Knowledge of the national IC, Joint, DoD structure, organizations, and mission/functions, inter-relationships and operations; and skill in coordinating and de-conflicting operations with DoD entities, US Government agencies, and US Embassies.

5. Skill in collecting and reporting information of intelligence value to DoD and IC consumers and tailoring day­ to-day work to meet intelligence requirements; skill in communicating effectively with national and DoD HUMINT counterparts, both orally and in writing, in working out solutions to problems or questions related to the work, writing clear and concise proposals and reports, and delivering written and/or verbal presentations to senior level audiences for decision-making purposes.

6. Ability to maintain control of classified material, quickly assimilate disparate data, render knowledgeable and accurate assessments ofthe implications of such data, and make decisions, estimates, and recommendations under conditions of urgency and pressure based on mature judgment and experience, and present and/or justify a position effectively.

CONDITIONS OF EMPLOYMENT CONT'D:

1. Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.

2.Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
