Job Description
Summary
This is a Direct Hire Authority solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Uses design and other technical experience to support Architect Engineer (A-E) contract development for Military Construction, Civil Works, and other District needs. Provides process and technical support through award of A-E contracts and Contract Officer Representative duties.

- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has a Contracting Officer's Representative (COR) TYPE C requirement. Must complete the required training and become a Type C COR within 12 months of being appointed.
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
Qualifications
In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. In addition to meeting at least one of the basic requirements above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes experience providing technical support in the preparation, negotiation, and administration of task orders to obtain engineering services using Architect-Engineer (A-E) service contracts. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. - Salary includes applicable locality pay or Local Market Supplement.
- Some of the occupational series of this Interdisciplinary position (0810/0830/0850) may be covered by a Special Salary Rate (SSR) dependent on the locality of the selectee's physical duty location.
- Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest.
- The following incentives may be authorized: Recruitment Incentive, Advanced In-Hire, Student Loan Repayment or Advanced Leave Accrual.
- Work Schedule and hours of duty must be established during business hours under Pacific Standard Time.
- Incumbent must have the ability to work remotely from their residence.
- The agency is not responsible for operating, maintenance, or any other costs (e.g. utilities, internet provider, etc) associated with the use of the employee's residence.
- Incumbent will be provided Government-furnished equipment (GFE) to perform duties (e.g. laptop).
- All pay, to include locality pay, and travel entitlements are based on the official worksite.
