Summary

This position is part of the Defense Threat Reduction Agency, Defense Threat Reduction Agency. The incumbent will be responsible for serving as a technical specialist involved with instrumentation development, managing, coordinating, reviewing, and providing engineering advice to scientists relative to the WMD R&D testing and evaluation effort.

Qualifications

You may qualify at the GS 13, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service as listed below:
  • Expert knowledge in engineering and scientific background in order to effectively conduct research into all aspects of WMD testing. Measurements include: motion measurements (acceleration, velocity, displacement), force/strain/stress measurements, thermal measurements (temperature, thermal flux, IR spectrum camera). In addition, measurements also include: radiation measurement (radiological detectors), optical measurement (high-speed cameras), power monitoring (current and voltage probe), RF measurements (EM antenna, magnetometer), seismic/acoustic measurements (infrasound, seismometer, geophone, triaxial accelerometer), and pressure measurements.
  • Expert knowledge in computer programming languages (i.e. C++, Javascript, Python) in order to create an instrumentation system resulting in the acquisition of data fulfilling the test measurement requirements.
  • Expert knowledge and understanding of the components, subsystems, and assigned electronics systems as well as a good working knowledge of electrical and mechanical systems ancillary to or supporting the equipment to develop and implement instrumentation plans and to oversee technical instrumentation contractor personnel involved in the design, installation, maintenance, and operational checkout of various instrumentation systems.
You may qualify at the GS 12, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-11 grade level in the Federal service as listed below:
  • Incumbent is responsible for developing instrumentation plans and overseeing the installation, maintenance, and operation of various instrumentation systems in support of complex high explosives weapons effects tests.
  • The duties and responsibilities of this position are essentially the same as those on the GS-13 except the incumbent is under closer supervision, receives more detailed instructions, and stricter guidelines are in place.
You may qualify at the GS 11, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-09 grade level in the Federal service as listed below:
  • Comprehensive knowledge in engineering and scientific background in order to effectively develop instrumentation plan for DoD Research & Development test programs. Measurements include: motion measurements (acceleration, velocity, displacement), force/strain/stress measurements, thermal measurements (temperature, thermal flux, IR spectrum camera). In addition, measurements also include: radiation measurement (radiological detectors), optical measurement (high-speed cameras), power monitoring (current and voltage probe), RF measurements (EM antenna, magnetometer), seismic/acoustic measurements (infrasound, seismometer, geophone, triaxial accelerometer), and pressure measurements.

In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 0801/0830/0854/0855/1550, series as listed below:
Engineering Series. To be acceptable, the program must: lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR Combination of education and experience -- college-level education, training, and/or technical experience that furnished a thorough knowledge of the physical and mathematical sciences underlying engineering, and a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure Current registration as an Engineer Intern, Engineer in Training 1, or licensure as a Professional Engineer by any State. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. Evidence of having successfully passed the Fundamentals of Engineering 2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.

Computer Science Series This series includes professional positions which primarily involve the application of, or research into, computer science methods and techniques to store, manipulate, transform or present information by means of computer systems. The primary requirements of the work are (a) professional competence in applying the theoretical foundations of computer science, including computer system architecture and system software organization, the representation and transformation of information structures, and the theoretical models for such representations and transformations; (b) specialized knowledge of the design characteristics, limitations, and potential applications of systems having the ability to transform information, and of broad areas of applications of computing which have common structures, processes, and techniques; and (c) knowledge of relevant mathematical and statistical sciences.

Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study.
