Summary
This position is in the Office of Transportation Policy Studies, Federal Highway Administration FHWA. The employee serves as the Regulatory Impact and Benefit-Cost Analysis (RI-BCA) Team Leader and reports to the Director of the Office of Transportation Policy Studies. The two principal focuses of the RI-BCA Team are the assessment of the cost effectiveness of highway discretionary grant proposals and the preparation of regulatory impacts analyses for FHWA rulemakings.

CONDITIONS OF EMPLOYMENT:
- SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
- GOVERNMENT TRAVEL CARD: This position involves travel. A government contractor-issued travel card will be issued and must be retained for official business only.
- PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
- TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
- DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).
- TELEWORK ELIGIBILITY: This position may be eligible for occasional and/or regularly scheduled telework. The number of telework days approved will be determined by your immediate supervisor or manager following the agency’s telework policy and guidance. If participating in the telework program, you will be required to sign a telework agreement detailing agency telework policy requirements, working conditions, and expectations for the position.
Qualifications
To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet the experience qualifications for the grade.
To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include:
- Experience analyzing data using relevant economic methods, such as benefit cost or econometric analysis as they relate to transportation-related issues. AND
- Experience presenting technical information to senior leadership (e.g. research findings, strategies, policy options). AND
- Experience conducting cost-benefit analysis as part of an economics study in the transportation industry. AND
- Experience providing technically authoritative interpretations and decisions regarding laws, regulations, and policies relating to rule-making and applying the principles of economics, statistics, and risk analysis.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Economics - Knowledge of economic policy, principles, and practices, market and non-market values, and the analysis and reporting of economic data.
- Cost-Benefit Analysis - Knowledge of the principles and methods of cost-benefit analysis, including the time value of money, present value concepts, and quantifying tangible and intangible benefits.
- Written Communication - Writes in a clear, concise, organized, and convincing manner for the intended audience.
- Oral Communication - Makes clear and convincing oral presentations. Listens effectively; clarifies information as needed.
- Leadership - Influences, motivates, and challenges others; adapts leadership styles to a variety of situations.
For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Â Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Â You will receive credit for all qualifying experience, including volunteer experience.

Education
PLEASE NOTE: Â All applicants must meet the education and experience requirements of at least one of the series AND the specialized experience of this vacancy in order to qualify.
In addition to the specialized experience requirements, applicants must fully meet the basic qualifications criteria of at least one of the following series.
To qualify for the 0110 series, you must meet at least one of the following criteria:

Degree:Â economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.
OR
-
Combination of education and experience:Â courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.
OR
To qualify for the 1515 series, Â you must meet at least one of the following criteria:
- Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
