Summary

This position is part of the Defense Threat Reduction Agency, Defense Threat Reduction Agency. The incumbent will be responsible for directing and managing projects within the Biological Threat Reduction Program Department (BTRP) of the Cooperative Threat Reduction Directorate (CTR).

  • Incumbent is required to submit a Confidential Financial Disclosure Form, OGE 450, within 30 days of entering the position, annually and upon termination of employment in accordance with DoD Directive 5500.7-R, Joint Ethics Regulation, Aug 30, 1993.
  • The incumbent is encouraged to receive appropriate inoculations in most cases; however when in country for greater than 30 days, the incumbent may be required to receive them.
  • This is an Acquisition Workforce position in the Program Management career field.
  • The incumbent must obtain a minimum of 80 continuous learning points (CLPs) for every two-year CLP period.
  • Medical inoculations are recommended for entry into certain geographic areas that have known disease prevalence for which U.S. citizens are not routinely inoculated.
  • Some locations will require the inoculations if the incumbent is present in country for greater than 30 days.
  • The incumbent is required to become certified, Practitioner tier in the applicable career field within 24 months, unless a position requirements waiver is approved to extend the 24 months.

Qualifications

You may qualify at the GS 13, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service as listed below:
  • Serving as Contracting Officer's Representative (COR); Leading the evaluation/selection of a contract or task order;
  • Providing guidance to contractors and other support organizations; monitoring contractor and partner organization performance; reviewing and approving contract reports and deliverables;
  • Establishing priorities and meeting deadlines for a full range of organizational activities, (i.e. short- and long-range planning; budgeting; triage, coordinate and respond to routine and operational level taskers etc; )
  • Leading delegations in meetings with international partners for technical discussions on new or ongoing projects.


You may qualify at the GS 12, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-11 grade level in the Federal service as listed below:
  • Experience with Contracting Officer's Representative (COR) related activities;
  • Serving as a lead or in a lead role for project teams, developing effective working relationships with inter-agency and international partners;
  • Experience with the development and coordination of program-wide and individual project plans, acquisition baselines, acquisition strategies, implementation plans, and funding plans, in alignment with internal and external guidance documents, while accounting for resource limitations and uncertainties;.
  • Monitoring and documenting project cost and schedule metrics; and Participating in meetings with international partners for technical discussions on new or ongoing projects.
You may qualify at the GS 11, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-09 grade level in the Federal service as listed below:
  • Participating in project teams, developing effective working relationships with inter-agency and international partners;
  • Documenting project cost and schedule metrics; and
  • Participating in the evaluation/selection of a contract or task order.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
