About This Job
The IT Manager collaboratively works with others to integrate and organize people resources to support and change the products in the family. This role ensures people resources grow their skills in areas of specialty and align horizontally with other product families having related skills through participation in guilds.
The position supports their direct reports in helping them be successful to meet their project commitments as well as helping them to discover and achieve their full potential at the Bank. Direct reports will include developers, testers, business analysts, and application support engineers. They may also manage contractors, Developer Acceleration Program new hire rotations, part-time interns, and outsourced human resources as well.
This role has responsibility for all aspects of sourcing talent. In addition to hiring and managing full-time employees, this also may include sourcing from vendor partners on-shore, near-shore, and off-shore and associated procurement activities such as contract and statement of work negotiation and management.
Essential Functions
- Work with the Service Owner. This position will assist in researching and sourcing of vendors, obtaining quotes with pricing, capabilities, turnaround times and quality of work, negotiating contracts and SOWs, managing relationships, assigning jobs, evaluating performance, and ensuring payments are made. This may also include managing off-shore and/or near-shore partners.
- Act as the channel for communications with direct reports by appropriate dissemination of Bank and IT related information including policies and practices
- Provide capacity planning and resource forecasting/scheduling to identify and allocate resources for specific periods of time to complete different product tasks
- Collaborate with other Product Family leaders to ensure the appropriate resources are assigned to accomplish the product family needs
- Serve as the backup/alternate for the IT Service Owner when needed
- Support and help enable the Developer Acceleration Program (DAP) and internship pipelines and onboarding projects in partnership with IT Talent Management
- Support the DAP team members and provide appropriate leadership to ensure they are successful at cross-functional employee participation in communities of interest, provide a conduit of information back to home teams, develop skills though apprenticeship, mentoring, and training, develop recordable certification programs to track individual skill, provide technical leadership opportunities for growth and development
- Oversee department workflow and effectively communicate decisions, priorities and relevant information to team members
- Provide guidance to employees on departmental projects/issues, coach and develop training plans, lead development conversations and answer day-to-day questions for team members
- Perform other duties as assigned
Knowledge, Skills & Abilities Required
- Strong knowledge of Software Development, including best practices
- Strong knowledge of Object Oriented Analysis, Development and Design using Java and Groovy
- Familiarity with API Integrations, JavaScript, Angular JS, React, HTML, CSS
- Familiarity with Agile methodologies
- Strong in managing and delivering complex software projects on time
- Strong critical thinking and analytical skills with the ability to apply discretion and sound judgement to efficiently and effectively solve problems
- Ability to drive results and balance management of organizational risk and meeting goals of the business
- Negotiation skills including ability to be assertive when necessary
- Presentation skills and ability to tailor for appropriate stakeholders and audience
- Ability to provide input into application design
- Ability to develop and coach team members with proven ability to achieve results through collaboration and teamwork
- Self-starter with strong decision-making skills and the ability to effectively communicate and interact with all levels of the company, clearly expressing ideas and concepts, both verbally and in writing
- Ability to remain adaptable and resilient to all situations with an optimistic outlook and cast a positive shadow that is aligned with our culture and Core Values
- Ability to stay up to date on latest industry trends and technologies
- Intermediate level proficiency with Microsoft Word, Excel, Teams and Outlook
Education & Experience
- Bachelor's degree or equivalent combination of education and experience required
- 3+ years Information Technology leadership experience required
- 4+ years Financial industry experience developing and/or leading application development initiatives preferred
- Experience with Temenos Journey Manager (formerly known as Avoka) is a plus

This compensation range is for the IT Manager I & II - Software Development job and contemplates a wide range of factors that are considered in determining most appropriate job level and making compensation decisions, including but not limited to location, skill sets, education, relevant experience and training, licensure and certifications, and other business and organizational needs. The disclosed range estimate has not been adjusted for any applicable differentials (geographic, bilingual, or shift) that could be associated with the position or where it is filled. At Commerce, it is not typical for an individual to be hired at or near the top of the range for their role, and compensation decisions are dependent on the facts and circumstances of each situation. A reasonable estimate of the current base pay is $113,000 to $150,000 annually. This position will be eligible for additional compensation through performance-based incentive plan(s) that will correspond to meeting performance goals.
