IT Program Manager Virginia

This is a full-time position, and MUST HAVE a TS/SCI/Full Scope Polygraph Clearance .

2HB Incorporated is seeking a IT Program Manager in order to support its government customers in the Mclean, VA area.

The US Government (USG) requires a team to coordinate and manage technical projects in support of a mission impact focused office. The government seeks assistance with performing technical project management that spans technical data analysis, information technology security research, data integration, software evaluation, and graphical visualization disciplines for multiple projects using the USG's enterprise IT systems. The team will support technical projects spanning financial industry, telecommunications, media, and energy sectors.

1. The Candidate shall utilize cyber security and technical operation knowledge and expertise to support Sponsor's mission.
2. The Candidate shall coordinate and facilitate technical exchange meetings to determine customer needs and validate complex requests.
3. The Candidate shall compose technical documents to evaluate cyber and technical projects in support of Sponsor's mission.
4. The Candidate shall analyze and develop solutions for integration of various cyber data sets with Sponsor IT systems.
5. The Candidate shall provide insight into latest IT /cyber security trends relating to Sponsor's mission.
6. The Candidate shall evaluate COTS and open-source cyber tools for integration with government's existing IT systems.
7. The Candidate shall create and provide to the Sponsor, a roadmap to execute process improvement activities, lead activities, and track progress of technical processes.
8. The Candidate shall serve as a member of the Sponsor's Front Office support Team.
9. The Candidate shall provide input into the Sponsor's technical review process.

The Candidate shall provide the following Critical Core Competencies and ensure they are not single-threaded by an individual contributor for the duration of this contract. These competencies represent specialized skills, experience and institutional knowledge deemed vital to executing contract requirements.

Project Management

Provides technical oversight of team members to complete government requirements. Defines, analyzes, tracks, and reviews new requirements. Consults with the government to determine present and future user needs.

The Candidate shall ensure, for the duration of the contract, that contractor personnel assigned to work under this contract maintain institutional knowledge and competency level necessary for all required skills, to include demonstrated on-the-job experience.

The Candidate shall possess and provide the following required skills and demonstrated experience:

• Demonstrated experience supporting initiatives that span across organization, internal and external mission partners.
• Demonstrated experience working with cyber security research, analysis, and forensic techniques to exploit technical data.
• Demonstrated ability to gather data and analyze user needs to determine, recommend, and implement project plans and proposals for operational integration.
• Demonstrated experience with networking and computer security.
• Demonstrated experience creating strategic plans, technical project plans, and roadmaps.
• Demonstrated experience communicating information to both technical and non-technical personnel, both verbally and via presentations.

Skills and demonstrated knowledge that are highly desired but not required to perform the work include:

• Demonstrated experience with technical operations development and support to cyber mission.
• Demonstrated experience working with Sponsor field offices.
• Certification(s)
  • Global Information Assurance Certification (GIAC) Certified Penetration Tester- GPEN, Certified Ethical Hacker (CEH), or equivalent
  • CompTIA Security+ Certification

This is a full-time position, and MUST HAVE a TS/SCI/Full Scope Polygraph Clearance and ISSA Certification.
