Job Description
The Infrastructure Project, Delivery Manager (DM) is responsible for leading one or more large scale, complex and cross-functional programs. Technology focus is operating system upgrades and infrastructure delivery efforts.
This role is responsible to represent Global Intake, Planning, and Delivery (GIPD), lead project teams using agile methods along with our lifecycle processes. The objective is to set and manage all stakeholder expectations towards successful project completion, meeting financial, schedule, and scope targets. The Delivery Manager will lead a collection of projects, project work streams, or strategic infrastructure initiatives through the full project life cycle and is responsible for overall coordination, status reporting, stability and delivery of high-quality work efforts. In addition, this role will oversee team's projects for quality and escalation and will mentor junior and new project managers to ensure high quality project results and increasing levels of maturity and capability for GIPD project management.
Must be a current contractor with Cigna Healthcare, Evernorth Health Services, or one of their subsidiaries.
- Ensures all projects, directly assigned to DM and oversight of team members' projects, are delivered on time and within budget, adhere to high quality standards, and meet customer expectations.
- Manages multiple complex projects simultaneously; some are strategic enterprise efforts/assignments where the DM will be responsible for all project delivery teams across IT, and some are projects partnering with application project teams.
- Leads diverse teams and navigates a variety of reporting relationships and matrix resources across GIO and other technology teams.
- Ensures projects are delivered on time and within budget, adhere to high quality standards, and meet stakeholder expectations.
- Creates and manages ongoing project plans, JIRA issues, SharePoint tracking, schedules, budgets, and oversees project team members' artifacts to ensure consistency and quality.
Skills & Qualifications:
- Must be a current contractor with Cigna Healthcare, Evernorth Health Services, or one of their subsidiaries.
- Demonstrates skills in communication across a diverse stakeholder audience; negotiating timelines; and building collaborative working teams across disciplines (infrastructure, application, architecture).
- Must demonstrate the ability to maintain consultative partnership/s with key business and IT partners to understand their direction, perspective, and strategies in order to establish a technical vision in-line with Cigna's business priorities.
- Experience leading operating system upgrades across a large and diverse application suite.
- Demonstrates experience delivering complex projects on time and at or under budget.
- Exemplary Project Management skills including scope management, capacity planning, project scheduling and tracking documents.
- Extensive knowledge and expertise in the use of Project Management methodologies and tools such as JIRA, OneNote, Excel, and SharePoint with a focus on infrastructure project delivery in support of infrastructure roadmaps.
- Demonstrates experience with infrastructure project management including consolidation, migration, and refresh projects.
- Strong financial acumen, proven ability to connect the project results to the financial and business benefits.
- Experience with change management techniques.
- Proven ability to develop solid working relationships and establish a high level of credibility across functions and lines of business and infrastructure domains.
- Persuasive, collaborative business acumen with the ability to influence others.
- Skilled in obtaining buy-in for ideas and driving project implementation and culture change within a multi-functional organization.
- Executive presentation skills and ability to communicate with all levels.

For this position, we anticipate offering an annual salary of 102,600 - 171,000 USD / yearly, depending on relevant factors, including experience and geographic location.
This role is also anticipated to be eligible to participate in an annual bonus plan.
