Sabot Consulting is seeking a Technology Services Project Manager to support projects for the California State Department of Health for a MMIS project. The project is to help with building, managing, & maintaining a new portfolio that supports CA-MMIS. The Project Manager along with additional team resources will be building & maintaining these new systems and applications that support CA-MMIS, adjudicates Medi-Cal and non-Medi-Cal claims for the State, and performs other services to medical program providers, beneficiary members, and federal and state users of the system.
 
Responsibilities: 

• Leadership and guidance for CA-MMIS in process and portfolio management activities. 
• Utilize existing CA-MMIS project process documents as prescribed. 
• Support the Division’s reporting functions. 
• Ensure the CA-MMIS Division’s has a robust Project Portfolio Management Capability. 
• Create and maintain the master work plan for the CA-MMIS portfolio. 
• Develop and maintain a metric driven dashboard for status reporting. 
• Cost and Schedule Management 
• Provide and maintain financial planning and reporting documents for the CA-MMIS project portfolio. 
• Assist in establishing and maintaining the procedures for internal financial reconciliation. 
• Create and maintain ad-hoc financial reports as needed and as assigned.
• Identify and remediate scheduling and resource conflicts.
• Monitor schedule variances and recommend corrective actions. 
• Project Document Management 
• Work within the Divisions Document Management System, applying the prescribed document management processes and procedures for the project deliverables to ensure adequate management and control for project and portfolio documentation.
• Apply, develop, & maintain change management processes to the projects within the portfolio. 

Must Have:

• Project Management Professional (PMP) Certification by the Project Management Institute (PMI). 
• Must be a Certified Scrum Master. 
• Minimum of five (5) years’ providing project management leadership and guidance in the support of project and portfolio management activities. 
• Minimum of seven (7) years’ experience in project management of large-scale technology-based projects that have a robust project portfolio. 
• Minimum of five (5) years’ experience managing a project, resulting in business change. 
• Minimum of two (2) years of experience working with either Medicare, Medicaid or a large commercial health care payor. This experience may be substituted for a minimum of four (4) years’ project management experience in the health care industry. 

Nice to have:

• Knowledge of DHCS (or other State), MMIS environment, projects, and culture. 
• Familiarity with Health Information Portability and Accountability Act (HIPAA) standards. 
• Experience with large projects with many interdependent technologies, organizations and business processes. 
• Experience with development of procedure manuals, process improvement, change management, and/or business continuity. 
• Experience and knowledge of Agile Scrum project management methodology. 
• Experience and knowledge of Medi-Cal business rules. 
• Experience with using and configuring SharePoint. 
• Skills to apply current standards for operating a centralized project management office.
• Skills to create and deliver project management deliverables and meetings needed to centralize the CA-MMIS project portfolio. 
• Skills and knowledge to ensure multi-vendor compliance with the CA-MMIS Division standards, policies, guidelines, and guardrails.
• Provide project management training on the CA-MMIS Project Management Office capabilities and their related processes. 
• Provide Tool training to support the CA-MMIS project portfolio. 
• Provide training on the Agile Scrum project management methodology.
