Summary

About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at Strategic Systems Support Element (SSSE), Fort Meade, Maryland.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be able to obtain and maintain a Top-Secret (TS) security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
  • May require consent to take a counterintelligence scope polygraph examination, if given access to a special access program.
  • Must pass the organization’s Personnel Reliability Program which includes credit check, drug screening, polygraph and psychological evaluation.
  • Travel may be required up to 15% of the time.
  • Required to submit a Confidential Financial Disclosure Report, OGE-450. *For more information, please see "Additional Information" below.

Army DCIPS positions apply Veteran's Preference to preference eligible candidates as defined by Section 2108 of Title 5 U.S.C., in accordance with the procedures provided in DoD Instruction 1400.25, Volume 2005, DCIPS Employment and Placement.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as:

1) Expert knowledge of cyber vulnerability research and software/hardware development providing development solutions to a wide range of customers.
2) Managing projects, developing new or modifying existing program layouts, interrelationships, sequences, and internal logic; represents Department of Army (DA) to external Intelligence Community (IC) agencies and government partners.
3) Analyzing requirements and designing, developing, enhancing, and implementing complex systems and specialized applications software to include coding, testing, debugging, and documenting actions.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GG/GS-13).

(3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

(4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

**This is a Defense Civilian Intelligence Personnel (DCIPS) STEM-aligned position which may be eligible for a Targeted Local Market Supplement (TLMS) based on selectee qualifications.**
