This position is in Region 3, Mission Support Division, Operations and Services Branch, Information Management and Customer Service Section. About Region 3: R3
This is an office-centered position*--you must physically report to the duty station stated in this announcement on a regular basis.

This position is designated as High Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date.
If you are selected, you may be required to complete a one-year probationary period.

Qualifications

In addition to the basic education requirements, you must have specialized experience and/or directly related education as described below:
To qualify for the GS-13 level, you need to have at least one year of full-time experience equivalent to the GS-12 level defined as providing technical advice related to information technology systems; leading database development projects such as database analysis, design and/or system enhancement; and managing information technology contracts in accordance with an organization’s established guidelines.
Your answers to the online assessment will be used to evaluate your competencies in the following areas:
- Knowledge of IT principles, concepts, standards, and practices sufficient to provide expert technical advice, guidance, and recommendations to management.
- Knowledge of IT architecture sufficient to design, develop, and manage strategies that meet current and future business requirements.
- Knowledge of federal, national, and international data standards, including the National Information Exchange Model.
- Skill in project management.
- Skill in written communication sufficient to prepare and present tools that convey complex technical requirements to non-technical personnel.
- Skill in data management.
- Skill in oral communication.Â
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education
You need a degree or combination of education and experience as described below to qualify for this position.
You must have one of the following:Â
 -bachelor's or higher degree from an accredited or pre-accredited college or university in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks;Â
 ORÂ
 -IT-related experience demonstrating each of these four competencies:
- Attention to Detail - Is thorough when performing work and conscientious about attending to detail;
- Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services;
- Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately;
- Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
