Summary
This position is in Office of Mission Support (OMS). About the Office of Mission Support | US EPA.
This is an office-centered position*--you must physically report to one of the duty stations stated in this announcement on a regular basis (location TBD after candidate selected).

If you are selected, you will be required to complete a Confidential Financial Disclosure form within 30 days of your first day of employment and annually thereafter.
If you are selected, you may be required to complete a one-year probationary period.
This position is designated as High Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date.
Qualifications
NOTE: You must meet qualification requirements, including any requirements described in the Education section, by the closing date of this announcement.
In addition to the basic education requirements, you must have specialized experience and/or directly related education as described below:
To qualify for the GS-13 level, you need to have at least one year of full-time experience equivalent to the GS-12 level defined as Planning and executing IT security assignments; developing new IT security methods, approaches or procedures; or evaluating and providing recommendations concerning an organization’s compliance with IT security requirements.
Your answers to the online assessment will be used to evaluate your competencies in the following areas:
- Knowledge of IT security protocols, policies, procedures and methods
- Ability to develop, implement and/or coordinate activities for the protection and restoration of IT systems services and capabilities
- Skill in oral communication
- Skill in providing guidance for the implementation of IT security policies in the development and operation of network systems
- Ability to develop recommendations on information systems security protocols impacting agency IT policies or programs
- Ability to develop and implement IT security training and education programs
- Skill in written communication
- Ability to manage contracts including preparing procurement requests and monitoring technical performance
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education
You must have one of the following:
-bachelor's or higher degree from an accredited or pre-accredited college or university in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks;
OR
-IT-related experience demonstrating each of these four competencies:
1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail;
2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services;
3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately;
4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
