  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 461 level Intermediate within 12 months of appointment.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

FOR THE GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Analyzing cybersecurity standards, policies and procedures to recommend changes needed in existing policies and procedures, 2) Modifying cybersecurity approaches to meet new or unique situations, emergent requirements, or special requirements, and 3) Integrating cybersecurity solutions into the design, development, and /or management of operating systems.

FOR THE GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Installing anti-virus software to protect systems, 2) Assisting with the development of solutions to cybersecurity issues, and 3) Conducting vulnerability scans to detect weakness in systems.

Your resume must also clearly demonstrate a year of information technology related experience in the Federal Service or private/public sectors demonstrating the following four competencies, as defined:

1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
5. A strong background in cybersecurity is preferred, with experience deploying, managing, and optimizing Microsoft Defender for Endpoint (MDE) and Microsoft Defender for Identity (MDI) solutions including monitoring and responding to security incidents, implementing advanced threat protection measures, ensuring the overall security posture and providing actionable insights based on threat intelligence.
6. Basic understanding of network infrastructure, including routers, switches, and firewalls, and wireless access points. Knowledge of network protocols, IP addressing, and network security principles is preferred as well as familiarity with network monitoring tools including IDPS, packet brokers and logging platforms.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

In lieu of specialized experience, you may also qualify with the following education to meet the minimum qualifications at the GS-11 grade level:

Successful completion of a Ph.D. or equivalent doctoral degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management.

OR

Successful completion of 3 full years (54 hours) of progressively higher graduate level education leading to a Ph.D. or equivalent doctoral degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or, graduate education that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

This announcement uses the Certain Personnel of the DoD direct hire authority to recruit and appoint qualified candidates to positions in the competitive service.

This position is eligible for part time, substantial or ad-hoc telework at the discretion of management.

If selected below the full performance level, you may be non-competitively promoted to the next higher grade level after meeting all regulatory requirements, and upon the recommendation of management. Promotion is neither implied nor guaranteed.
