The primary purpose of this position is to serve as the Lead Information Technology Specialist for the DAF Counter Insider Threat Hub planning, developing, and carrying out vital network, communications, and computer systems programs and projects ensuring the continuous and correct functioning of the information technology operations of the Hub, and liaising with enterprise IT supporting organizations.

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.
  • Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.

  • This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.
  • Mobility is a condition of employment. The employee must sign an Air Force-wide mobility agreement.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments 25% of the time.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions,

This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:

Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate

GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
AND
Specialized Experience for GS-7 (or equivalent) and Above:
Positions at GS-7 (or equivalent) and above require one year of specialized experience at the next lower GS-grade (or equivalent). Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. The employing agency is responsible for defining the specialized experience based on the requirements of the position being filled.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Having the quality level experience which demonstrates mastery of a wide range of integrated Insider Threat concepts principles and practices and a comprehensive knowledge of software applications, insider threat tools, all-source information sources and advanced analytic techniques, and processes. Demonstrated mastery knowledge of Federal, DoD, IC and AF Insider Threat policies and guidelines; and practical knowledge of Insider Threat, Cyber Security, multi-source analysis, and Information Assurance tools and concepts. Expert in secure computer system, telecommunications systems, network operations, systems integration, customer support and telecommunications requirements, strategies, systems security, information protection, and information assurance. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Mastery knowledge of information technology concepts, principles, techniques, etc., to facilitate the development of policies, plans, requirements, and procedures.

2. Knowledge of the relationship of the various government entities involved in overall planning and execution of cyber network defense, integrated defense of the information environment (IE), and information assurance (IA).

3. Knowledge of strategic planning methodologies, tools and techniques that effectively lead and monitor efforts to meet insider threat goals, objectives, and guidelines; and insider threat principles, policies, products, and services to assess risk factors, and advise on mitigation procedures and processes to neutralize the insider threat.

4. Knowledge of IT security, IA, LE/CI principles, policies, products, and services to assess risk factors, and advise on vulnerability to attack from a variety of sources (e.g. destructive programs/applications/viruses/unauthorized access, IT sabotage, disruption of services, espionage) and procedures and methods for protection of systems and applications.

5. Knowledge of hardware and operating configurations, policies, and procedures is essential. Specific experience must include networking, host-based operating systems, virtualized technology environments, and encryption equipment techniques and practices.

6. Skill in oral communications to present sensitive information and/or recommendations on complex matters to higher authorities; skilled in written communications sufficient to develop internal procedures and directives dealing with complex issues, organize ideas and present findings in a logical manner, and to prepare material complicated by short deadlines and limited information.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

CONDITIONS OF EMPLOYMENT CONTINUED:
  • Information Assurance (IA): Information assurance is a condition of employment. This position includes IA work as a paramount duty requirement. Per DoD policy and regulation, the incumbent of this position must achieve the appropriate IA certification, IAM level 3, within six months of assignment of these duties. A waiver of this six-month requirement may be granted per DoD policy. Failure to receive the proper IA certification may result in removal from this position.
