Summary
This vacancy is for IT Specialist position in the Philadelphia Regional Office located in Philadelphia, PA.
This Job Opportunity Announcement may be used to fill other IT Specialist (SYSADMIN), 2210, 11/12, FPL GS-12 positions within the Census Bureau in the same geographical location with the same qualifications and specialized experience.

- This is a NON-BARGAINING unit position.
- The work schedule for this position is Mixed Tour. With a Mixed Tour work schedule, an employee may be changed between full-time, part-time and intermittent work schedules to accommodate fluctuating workloads and is subject to a signed agreement.

Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below:
- Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
- Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
- Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
- Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
Specialized Experience:
For the GS-11, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Experience for this position includes performing specific tasks, such as coding, testing, and/or debugging complex program units while applying IT standards, policies, and established system design approaches; supporting a networked IT environment with emphasis on end user support and training; managing information systems in an office environment while resolving hardware/software interface and interoperability problems; and communicating of IT material to audiences of varying technical background.

Education: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree in computer science, information science, information systems management, mathematics, statistics, operations research, engineering or technology management or in one or more of the fields identified above and required the development or adaptation of computer of applications, systems or networks.
For the GS-12, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-11 in the Federal service. Experience for this position includes performing specific tasks, such as coding, testing, and/or debugging complex program units while developing software and systems in accordance to security and policy with regards to access control and account management; supporting a networked IT environment with emphasis on end user support and training while testing procedures, analyzing, and evaluating results; managing information systems in an office environment while resolving hardware/software, interface and interoperability problems while performing other duties; and communicating of IT material to audiences of varying technical background with an ability to plan, organize, and prioritize work assignments.
Education cannot be substituted for experience at this grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
