IT/Computer Specialist
Job Description
The IT/Computer Specialist is responsible for designing, creating, maintaining, and documenting the look and flow of intranet websites. This role includes collaborating with clients to clarify requirements, optimizing web infrastructure, developing code, and ensuring website compatibility and security. The IT/Computer Specialist will also provide ongoing support for web properties, perform site audits, and develop and manage various software applications to meet CNSD information requirements. The IT/Computer Specialist will also be responsible for providing IT Property Management. This position is located in Newport, OR.
Key Responsibilities
Website Design and Creation:

Plan, design, develop, test, edit, maintain, and document the look and flow of intranet websites.

Interview clients to clarify requirements for establishing new or upgrading existing websites.

Coordinate the design of digitized images, banners, bullets, charts, image maps, and other graphics to enhance the appearance of the site.
Web Infrastructure and Security:

Build and optimize a secure web infrastructure to meet evolving business needs.

Develop code and script applications to collect data and display webpage information.

Evaluate written code to ensure it meets NOAA standards and is compatible with all devices.
Website Maintenance and Support:

Provide continued support for operational web properties.

Communicate with CNSD staff concerning the need for content updates and design refreshes.

Perform routine site audits to determine website usage and test websites to identify any technical problems.

Administer all software needed for website development and maintenance.
Application Development:

Implement and administer a service ticketing software application.

Develop and manage the CNSD Chargeback Information Reporting Application.

Develop and administer the CNSD service request and ticketing application.
-
Assist with the design and coding of other software products to meet CNSD information requirements.
IT Property Management Support (Location: Newport, OR):
-
Property Contact: Serve as a PMEL Property Contact, supporting the PMEL Property Custodian in Seattle, WA.

Certification: Obtain and maintain Property Contact certification through government-provided training.

Record Maintenance: Assist the Property Custodian in maintaining current custodial records for all accountable personal property.
-
Labeling: Affix property identification number (bar code) labels onto accountable personal property.
-
Documentation: Ensure complete documentation for newly acquired property and assist with physical inventories and record reconciliation.

Property Management: Work with assigned property owners to report any lost, missing, stolen, or unserviceable property. Participate in the employee separation clearance process.
Education: Bachelor’s degree in computer science, Information Technology, Web Development, or a related field (preferred) or 8-10 years of professional experience.
Experience:

Proven experience in website design and development.
- Experience with graphic design coordination and web infrastructure optimization.
- The ability to obtain a security clearance
Technical Skills:

Proficiency in HTML, CSS, JavaScript, and other relevant web development languages.

Experience with web development frameworks and content management systems.

Experience with modern JavaScript frameworks and libraries (e.g., React, Angular, Vue.js).

Knowledge of back-end technologies (e.g., Node.js, PHP, Python) and databases (e.g., MySQL, MongoDB) is a plus.

Familiarity with version control systems (e.g., Git).

Strong problem-solving skills and attention to detail.

Excellent communication and teamwork skills.

Strong understanding of web security practices and optimization techniques.
Software Proficiency:

Experience with software administration for website development and maintenance.

Familiarity with service ticketing software applications.
Certifications:

Relevant web development certifications (e.g., Certified Web Developer, HTML5, CSS3, JavaScript) are preferred.
Qualifications:

Proven experience in website design and development.

Salary: 75,000-88,000
