IT/Technical Analyst - Team Lead (Expert Level - 10+ years of experience)

As the lead of an IT Project & Support Team, plans, coordinates and executes projects to deploy IT capabilities to traditional and cloud environments. Provides guidance in standing up, networking, securing and administering systems and shared services in Linux and Windows standalone and networked environments. Advises other project teams in conducting research and development in cloud environments. Supervises and mentors team members on IT projects such as the secure implementation of new IT capabilities and the resolution of user IT issues. Examples include migrating a production web application to the high-side cloud, securely deploying new low-side laptops, implementing a low-side cloud environment to provide various production and research services, and resolving a variety of issues with laptops, printers, and applications.

Generally, the Contractor shall support with development maintenance, and improvement of IT systems and websites, to include compliance with organizational requirements (ex. security). Additionally, the Contractor shall provide recommendations in developing and executing information technology strategy.

This effort shall include but is not limited to:

- Research and provide recommendations for next generation technologies to improve and enhance business and research processes

- Create information technology strategies capable of enabling collaboration and process improvement among the staff and external organizations

- Work with Chief Information Office and various organizations to ensure information security standards are met

- Support and work with SharePoint and Database efforts to ensure compliance with IT standards and protocols

- Document standard operating procedures for IT accesses

- Support with troubleshooting IT related issues.

- Maintain and analyze IT inventory; recommend and support IT purchases

Requirements

10+ years of experience with managing systems and IT infrastructure projects

Experience with working in an Agile software development environment

Experience with project management frameworks and best practices and the software development life cycle (SDLC), including scope, schedule, and risk identification and management

Experience with security, including authorization, authentication, and status reporting

Experience with developing and reviewing IT programmatic documentation and plans, including capturing and documenting requirements

Experience with governance processes and control gates and customer and stakeholder relations and engagement, including Agile management techniques to direct the daily operations of a technology team

Experience with AWS and cloud infrastructure

Experience with financial, schedule, and performance oversight

Experience with configuring O365 and Azure AD environment to achieve security compliance

Experience utilizing the MS Operations Management Suite (OMS) and Intune Mobile Device Management (MDM) and Application Management (MAM) •

5 years of experience working in the Intelligence Community (IC)

BA or BS degree

Desired Qualifications:

Experience with configuring Win 7, Win 10, WinServ2012, CentOS, & Amazon Linux Systems to STIG and NIST Compliance

Experience with Vulnerability scanning and system patching (ICVM, Nessus, MBSA, SCC)

Experience with visualization tools, including Tableau

Experience with supporting large innovation and integration platforms

Experience with Agile tools, including Jira

Experience with writing requirements as features or user stories

Experience with managing software development projects in an Amazon Web Services (AWS) environment

Experience with Microsoft Office, including Word, Project, Excel, PowerPoint, SharePoint, or Visio

Experience as a Scrum Master

Possession of excellent verbal and written communication skills

Scrum Master Certification

Project Management Professional Certification

Security Clearance: TS/SCI w/Poly required
