Job Description:

These positions are contingent upon the award of a SOCOM contract. Work is expected to begin in early 2024.

The J5 Plans and Integration is located at MacDill AFB, Tampa, FL, supporting USSOCOM. The United States Special Operations (USSOCOM) is tasked to provide fully capable and enabled SOF to defend the Nation's interests pursuant to the National Defense Strategy in an environment characterized by irregular warfare and asymmetric challenges.

J51 Plans and Sensitive Activities - J51 develops the command's strategic plans across the Department's defined problem sets, provides strategic-level insight, globally-synchronized analysis and understanding to prioritize the best use of SOF to develop approaches for the global application of SOF in support of DoD's Global Campaigns. Provides strategy development, planning, analysis, and assessment in support of SOF-peculiar and SOF-exquisite capabilities.

J52 Integration - The J52 has responsibility for developing USSOCOM strategy, policy, and plans that providing key and critical insights through structured and analytic studies of SOF strategies, plans, and posture to inform USSOCOM senior leaders' strategic understanding and articulation of risk that drive decisions on forces, footprints, and agreements; planning guidance and implementation; and force development; developing the Global SOF Posture Plan (GSPP); serving as the link for USSOCOM on the Joint Force Posture Planning process and events; and providing key and critical insights through structured and analytic studies of SOF strategies, plans, and posture to inform USSOCOM senior leaders' strategic understanding and articulation of risk that drive decisions on forces, footprints, and agreements; planning guidance and implementation; and force development.

The team, will be comprised of a Regional SME, Sensitive Activities SME, GCP-V Transregional Synchronization Team Analyst, General Strategist, Strategy Policy Analyst, SOF Basing & Posture SME, ORSA, General Analyst, and a Data Scientist.

Qualifications

Required Skills & Experience:

  • Regional SME: (Tampa, FL,)
    • 3 years strategy and regional experience (one person for each of the specified regions), preferably SOF-related, working at a DoD Combatant Command OR, Joint Staff OR a 4-Star Command within the past 10 years.
    • 3 years' experience conducting strategic/regional studies and assessments for the analysis, and synchronization of the command strategy.
    • Senior Service College and/or Master's Degree, preferably in strategic studies, political science, International Affairs/Relations or other related field.
    • 1 year experience using web-based programs such as, social media platforms, and ALL Microsoft Office products (i.e., SharePoint, Word, PowerPoint, Access, Excel).
  • Sensitive Activities SME: (Tampa, FL)
    • 3 years strategy and sensitive activities experience, preferably SOF-related, working at a DoD Combatant Command OR, Joint Staff OR a 4-Star Command within the past 10 years.
    • 3 years' experience conducting strategic/regional studies and assessments for the analysis, and synchronization of the command strategy.
    • Strong analytical skills and written and oral communication.
    • 1 year experience using web-based programs such as, social media platforms, and ALL Microsoft Office products (i.e., SharePoint, Word, PowerPoint, Access, Excel).
  • GCP-V Transregional Synchronization Team Analyst: (Tampa, FL)
    • 4 years' experience developing, producing and/or synchronizing strategic or campaign level assessments for 4-star Combatant Command(s), Joint Staff and/or OSD which includes 2 years of counter-terrorism assessment.
    • 4 years of SOF experience - operational or HQ based.
    • Must have at least 4 years' experience as either:
    • A staff officer or NCO in a major command or higher headquarters, and achieved Joint Professional Military Education level 1 (for former officers, this includes Army CGSC/ILE, Naval War College, Air Command and Staff College, Marine Command and Staff College; for former enlisted this includes Enlisted JPME courses), or
    • A civilian or contractor in a major command or higher headquarters and have a graduate level degree.
  • General Strategist: (Tampa, FL)
    • 3 years strategy experience, preferably SOF-related, working at a DoD Combatant Command OR, Joint Staff OR a 4-Star Command within the past 10 years.
    • 3 years' experience conducting strategic/regional studies and assessments for the analysis, and synchronization of the command strategy.
    • Senior Service College and/or Master's Degree, preferably in strategic studies, political science, International Affairs/Relations or other related field.
    • 1 year experience using web-based programs such as, social media platforms, and ALL Microsoft Office products (i.e., SharePoint, Word, PowerPoint, Access, Excel)
  • Strategic Policy Analyst: (Tampa, FL)
    • 3 years policy experience, preferably SOF-related, working at a DoD Combatant Command OR, OSD OR Joint Staff OR a 4-Star Command within the past 10 years.
    • Senior Service College and/or Master's Degree, preferably in strategic studies, political science, International Affairs/Relations.
    • 1 year experience using web-based programs such as, social media platforms, and ALL Microsoft Office products (i.e., SharePoint, Word, PowerPoint, Access, Excel).
  • SOF Posture Subject Matter Experts: (Tampa, FL)
    • Theater Special Operations Command operational experience of 3+; preference for skills/experience in either J3 or J5 staff roles.
    • Optional Specializations (one or more areas preferred): 5+ years in SOF, 4+ years at CCMD or Service, JPME II or War College graduate.
    • Writing and briefing skills must be ready to excel at 4-star level command.
  • Operations Research Systems Analyst (ORSA): (Tampa, FL)
    • Civilian Education: MA/MS Preferred Disciplines: Social Sciences, Public Policy, Applied Statistics, Operations Research, Systems Analysis; OR Military Education: CGSC Equivalent or Higher (SAMS or equivalent; War College or equivalent; JPME II).
    • MS degree or higher in Operations Research and 10-15+ years operations research systems analyst (ORSA) experience.
    • Optional Specializations (One or More Areas Preferred): 5+ years in SOF; PSYOP; MILDEC; CWMD; CYBER; AT/FP; SNA; Special Programs; Interagency Experience, Intelligence, CCMD.
  • General Analyst: (Tampa, FL)
    • Civilian Education: MA/MS Preferred Disciplines: Social Sciences, Public Policy, Applied Statistics, Operations Research, Systems Analysis; OR Military Education: CGSC Equivalent or Higher (SAMS or equivalent; War College or equivalent; JPME II).
    • 10-15+ years strategic and operational planning and analysis either military or civilian experience working with the military in the assessment and planning domains.
    • Optional Specializations (One or More Areas Preferred): 5+ years in SOF; PSYOP; MILDEC; CWMD; CYBER; AT/FP; SNA; Special Programs; Interagency Experience, Intelligence, CCMD.
  • Data Scientist: (Tampa, FL)
    • Civilian Education: BA/BS Preferred Disciplines: Applied Statistics, Operations Research, Systems Analysis, Computer Science, Industrial Engineering, Systems Engineering, or another related field.
    • Optional Specialization: Computer Coding, Database Management and Planning, Network Services Planning.
