The World Bank's Twin Goals

The World Bank Treasury
Treasury is the Vice Presidency performing treasury functions for IBRD and for other members of the World Bank Group. Its activities are organized and grouped along three departments: (1) capital markets, investments & financial products, (2) asset management and advisory, and (3) treasury operations. Treasury has been a large and significant player in the international financial markets for more than 70 years and has achieved a global reputation as a prudent and innovative borrower, investor and risk manager. Treasury is responsible for: (i) managing more than $185 billion in assets for the World Bank and other official-sector investors; (ii) leading the World Bank's financing program in international and domestic bond and derivatives markets; (iii) conducting asset and liability management for IBRD and IDA's balance sheets; (iv) overseeing the development and outreach related to the financing and hedging products that IBRD and IDA provide for their developing-country clients; and (v) collaborating with official sector institutions of member countries to help build their capacity in asset and public debt management.
Within Treasury, the capital markets, investments & financial products department (CMI) is responsible for managing annual funding programs for IBRD (approx. $40-50 billion) and IDA (approx. $5-10 billion) and building sustainable capital markets, managing liquid asset portfolios for IBRD and IDA, and the asset and liability management aimed at reducing risk on IBRD and IDA's balance sheets. CMI also advises clients on loans and risk management products, and structures financial products for development. CMI places strong emphasis on achieving the best possible financial terms within prudent market, liquidity, credit, operational and reputational risk parameters. CMI is comprised of six teams carrying out these responsibilities. The working environment is fast-paced and dynamic, as the teams regularly deal with new ideas, projects and challenges.
Duties and Responsibilities
The Financial Data Scientist/Engineer a member of Investments and Liquidity Management team with roles and responsibilities outlined below:
Create and maintain tools for financial data access & analysis
• Master an existing front-end code base of about 10,000 lines of Visual Basic for Applications (VBA) to the extent necessary to debug, maintain and extend various modules in it.
• Perform product management functions for software under IT control that feeds data into back end of above code.
• Learn how to navigate an extensive and evolving data ecosystem that is used for various financial functions in the World Bank group, with a view to be able to locate and acquire any inputs requested.
• Research data access methodologies that best exploit new technologies deployed by World Bank IT, including cloud-based warehouses and custom vendor-specific repositories.
• Form and maintaining a support network of colleagues across Treasury, IT and Finance.
• Produce custom database-linked spreadsheets and other live dashboards and reports as requested by portfolio managers and other colleagues.
• Acquire vocabulary and understanding of portfolio management processes, workflows and performance to quickly understand new requests, and anticipate future needs, for data.
• Analyze machine learning project proposals and past implementations, and deploying existing projects on different platforms as needed to achieve the goals set by internal clients.
Selection Criteria
Candidates who have the following are encouraged to apply:
• Software development proficiency in multiple languages, including
o Understanding of basic computer science concepts
o Aptitude in debugging code written by others.
o Proficiency with using regular expressions for pattern recognition.
• Familiarity with Microsoft Office Object Library.
o Priority will be given to candidates who have a portfolio of code they have written to automate tasks in MS-Excel and MS-PowerPoint by calling methods and procedures of Microsoft Office objects.
• Proficiency in Structured Query Language (SQL),
o preferably the Oracle dialect.
o Priority will be given to candidates who have written code that generates SQL dynamically.
• Experience delivering code that uses machine learning platforms and libraries, with a track record of successfully deploying projects and keeping up with best practices.
• Understanding of business intelligence reporting and dashboarding tools, from both the power user and programming ends
• Experience using APIs for delivering data from vendors.
o Priority will be given to candidates who have used one or more Bloomberg APIs for this purpose.
• Knowledge of financial modeling and forecasting, including
o pricing of multiple asset classes and investment instruments, and
o knowledge of performance evaluation, attribution, and reporting.
o money market operations in response to daily cash flow fluctuations.
• Interpersonal skills: proven aptitude for forming and maintaining professional bonds with internal clients across multiple roles.
• Communication skills: ability to produce clear and concise English-language prose for seeking, summarizing, interpreting and explaining business needs across disciplines and skill levels.
• Initiative: ability to complete assigned tasks conscientiously and to seek input from others whenever and wherever needed to achieve goals without detailed instructions.
• Fast learner: ability to follow changing technology relevant to the work, explain it to others, and assimilate it into work planning.
• Master's degree in a quantitative field, preferably from a top-tier university.
• Minimum of two years' experience closely matching the tasks above.
