Jurisdictional Coordinator IV

This is a Remote position within close proximity to San Francisco.

EM Key Solutions is seeking a Jurisdictional Coordinator IV. The Jurisdictional Coordinator III shall support the Operations Support Directorate (OSD) within the Countering Weapons of Mass Destructions Office (CWMD) of the Department of Homeland Security (DHS). Provide subject matter expertise support for the management and execution of a biodetection program. Evaluate the processes, plans, and standard operating procedures of program documents. Ensure established goals are met and are capable of meeting Primary Essential Mission Functions. Interpret and assist in developing biological incident response plans, guidance documents, and organizational objectives.

Duties and Responsibilities:

  • Develop, expand, and/or maintain partnerships within the jurisdiction to include federal, state, and local partners (e.g., public health, emergency management, law enforcement, environmental protection, first responders, military, etc.).
  • Provide jurisdictional information, support, and response to biodetection program inquiries.
  • Ability to respond to notifications of biological incidences and complete additional notifications to the biological incident response community comprised of local/state/federal partners within the allotted time frame.
  • Identify information sharing needs of the jurisdiction and coordinate with the biodetection program office to make it available.
  • Share jurisdictional best practices and lessons learned with the Government and other jurisdictional coordinators.
  • Facilitate local stakeholder meetings to ensure accurate and adequate information flows between strategic and tactical aspects of the Biodetection Program.
  • Produce monthly report updates on significant jurisdictional activities to the Biodetection program office.
  • Provide communications, planning, management, and consultation to local, state, and federal staff, including laboratorians, epidemiologists, air quality technicians, emergency managers, emergency preparedness planners, and communicable disease and environmental health programs.
  • Serve as primary liaison for the Department of Homeland Security (DHS) to the jurisdiction(s) for program management, planning, training, and exercise activities.
  • Coordinate (and assist in developing) stakeholder plans, protocols, trainings, and exercises.
  • Share insights, best practices, and lessons learned with the program office and teammates.
  • Identify the jurisdiction's information-sharing needs and coordinate with the program office.
  • Oversee and coordinate special event deployments.
  • Serve as jurisdictional subject matter expert for DHS CWMD engagement activities.
  • Proficient in SharePoint, MS Word, MS Excel, MS PowerPoint, and M.S. Planner.
  • Excellent written and oral communication skills.
  • Required to be on call for remote response evenings, weekends, and holidays.
  • Quarterly travel as needed for drills and exercises, approximately 20% yearlyServe as the primary liaison between the DHS program office and the jurisdiction(s) for program management, preparedness, training, and exercise activities.
  • Serve as jurisdictional subject matter expert and assist DHS CWMD in its engagement activities at the state and local levels.
  • Develop and maintain productive relationships with federal, state, and local partners and stakeholders.
  • Facilitate local stakeholder meetings to ensure accurate and adequate information flow between strategic and tactical aspects of the biodetection program.
  • Coordinate (and assist in developing) stakeholder plans, protocols, trainings, and exercises.
  • Support planning and execution of jurisdictional special events.
  • Support the federal client in the development and execution of program priorities and efforts.
  • Develop and review program strategies, plans, processes, guidance, and standard operating procedures for content.
  • Assist the program office with responding to internal and external requests for information.
  • Assist the jurisdiction and federal program office with initial response activities following a detection.
  • Identify information sharing needs of the jurisdiction and respond accordingly.
  • Share jurisdictional best practices and lessons learned with the Government, Jurisdictional Coordinators, and other teammates.
  • Produce monthly report updates on significant jurisdictional activities to the biodetection program office.
  • Required to be on call for remote response evenings, weekends, and holidays.
  • Occasional travel, approximately 10% or less yearly

Required Qualifications:

  • Education: Minimum of a Bachelor's degree from an accredited university in public health or related fields such as biodefense, biological sciences, epidemiology, environmental health or science, homeland security, emergency management, or industrial hygiene.
  • Strong work ethic and time management skills.
  • Outstanding relationship-building skills.
  • Ability to obtain and maintain both DHS Suitability and a Secret clearance.
  • You must be a U.S. citizen.
  • Reside in San Francisco, CA, or within close proximity for frequent travel for in-person meetings and interactions with stakeholders / operational partners in the S.F. area.

Experience Relevant to Education:

  • Doctoral degree: Requires 5 years of relevant experience working in a local, state, or federal public health, emergency management, law enforcement, first responder, or related field.
  • Master's degree: Requires 10 years of relevant experience working in a local, state, or federal public health, emergency management, law enforcement, first responder, or related field.
  • Bachelor's degree: Requires 15 years of relevant experience working in a local, state, or federal public health, emergency management, law enforcement, first responder, or related field.

Clearance:

The ability to obtain a Secret Clearance and DHS Suitability are required. Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information.
