Knowledge Engineer

The Knowledge Engineer will be instrumental on the Digital Solutions Product Team to synthesize inputs from customers, products, and subject matter experts to inform the design and support the implementation of digital solutions. The Knowledge Engineer will rely on deep domain expertise in healthcare, quality measurement, informatics, and agile knowledge engineering to develop and bring to market optimal software solutions.

The Knowledge Engineer will be responsible for informing requirements, architecture, and design for digital solutions content and applications, and delivering content requirements supporting the digital quality product portfolio. This person will support the identification and prioritization of customer needs and solution opportunities with high impact on healthcare quality by engaging with customers and prospects, fostering a culture of integration at NCQA, and leveraging broad expertise. This person will support and advance NCQA's digital solutions, as well as contribute to the evolution of quality measurement, quality improvement, and data acquisition and validation, by leveraging their broad expertise in digital healthcare quality measurement, knowledge and data interoperability, and industry standards. This person will inform the approach to aligning, integrating, and advancing industry standards, such as CQL/FHIR, in delivering digital solutions.

Primary Responsibilities:

Subject Matter Expert, customer engagement and advocate to inform Digital Solutions Road maps and solution design.

• Research content, consult with internal measure development experts to fully understand scope, purpose and application of quality measures.
• Develop understanding of how our customers currently use and how they want to use quality measures and content.
• Assist in writing technical specifications and application requirements and design to achieve desired use.
• Influences the design and implementation of digital solutions by providing relevant and valuable technical and conceptual contributions informed by strong HEDIS and industry experience.
• Participates in and contributes to HL7 standards activities and relevant accelerator projects/initiatives.

Execute agile Knowledge Engineering and support application development for digital quality measure content and application development.

• Formulates stakeholder/customer input into candidate product applications.
• Develops applications and content for testing, deployment, and validation of measures and new measure concepts.
• Reviews and analyzes knowledge assets for consistency in application.
• Ensures systematic, data driven approach to solving problems.
• Leverages expert-level FHIR and CQL knowledge to support current and future NCQA digital solutions.

Customer service and communication

• Draft internal and external communication (written and oral) describing content requirements, architecture, and solutions.
• Draft and help finalize external communications (written and oral)
• Assist in internal and external presentations related to knowledge content.
• Assist with coordination of cross-departmental efforts.
• Provide broad understanding of working with and around multiple HEDIS development timelines.

Qualifications:

• BA or BS in clinical, health sciences or informatics
• 3+ years of experience with clinical systems and/or in clinical knowledge engineering.
• Working knowledge of medical terminology, modeling standards, coding systems, and ontologies. Working knowledge of knowledge engineering concepts and knowledge management lifecycle.
