Lead Business Rules Analyst

Benefits Data Trust (BDT) seeks an experienced Lead Business Rules Analyst to be in a lead role supporting the Senior Manager of Benefits Process in creating simple, comprehensive, and cost-effective service delivery processes for BDT’s screening and application digital tools. The Lead Business Rules Analyst will use benefit research conducted by the Benefit Process Associates to create and manage eligibility rules in BDT’s digital tools. In addition, the Lead Business Rules Analyst will collaborate with other departments to continuously evaluate and improve the benefit-specific content of our screening and application digital tools.

The Lead Business Rules Analyst will report to the Senior Manager of Benefit Process.

Main Responsibilities:

• Lead team of 2-3 Business Analysts

• Serve as main liaison and ‘translator’ between the business and operating leads and the technology teams

• Create and manage public benefit eligibility rules in Decision Model Notation (DMN) software for all current benefits available in BDT’s screening and application digital tools

• Synthesize public benefit research and acceptance criteria provided by the Benefit Process Associates into software business rule requirements

• Maintain and update front-end content in our screening and application digital tools to ensure clients are provided with accurate benefit application questions and next steps

• Gather updates on benefit eligibility guidelines, application questions, and submission website changes to adjust our proprietary digital tools. This research includes documenting benefit eligibility rules, agency procedures, and other considerations that allow BDT to navigate public benefit applications successfully

• Conduct regular audits to ensure the alignment of our proprietary digital tools with benefit eligibility guidelines and contract requirements

• Identify high-priority software updates/improvements for ongoing work and partner with the Digital Experience and Data teams when necessary to see those priorities through to implementation

• Serve as a leader for Benefit Process and BDT on the digital tools for the service delivery processes

• Serve as a subject matter expert on the benefit eligibility rules and application processes implemented by BDT in conversations with internal teams and external partners

Qualification & Skills:

• Three+ years in lead and/or manager role

• Willingness to obtain Decision Making and Notation (DMN) certification

• Excellent leadership skills working on a team and with other departments, especially with technology

• Software developer experience with at least one programming language, such as Python or FEEL; Java experience is a plus

• Significant experience with a business rules engine, preferably a DMN tool (Trisotech, Red Hat Decision Manager, Corticon, Camunda, Drools, BPMN, etc.)

• Proficient in Microsoft Office suite

• Excellent problem-solving and strategic thinking skills

• Strong research and critical analysis abilities

• Ability to prioritize multiple competing priorities effectively

• Highly flexible and resilient team player

• Strong written and oral communication skills

• Demonstrated experience integrating diversity, equity, and inclusion into your work and accomplishments

Starting salary is $80,000 and is commensurate with experience.
