Background / General description:

The Trade and Regional Integration Unit (ETIRI) is part of the EquitableGrowth, Finance and Institutions (EFI) Vice Presidency. In ETIRI, we areresponsible for delivering analytic, advisory, financial and convening servicesin the areas of trade policy, trade facilitation, logistics and connectivity,and regional integration.

ETIRI is hiring a Lead Economist to contribute to analytical and technicalassistance engagements as well as contribute to World Bank lending operationson trade policy issues in low- and middle-income countries across differentregions. The focus will be on advising countries on ways to leverage trade ingoods and services for development impact.

Duties and Accountabilities:

The successful candidate will work to broaden and deepen the World Bank Group's trade program including, but not limited to:

• Lead and/or contribute to analytical studies, which may include research on trade policy, trade facilitation, connectivity, logistics and regional integration challenges. • Lead and/or contribute to Development Policy Lending Operations, Investment Lending Operations, and Technical Assistance Projects related to trade policy, trade facilitation, connectivity, logistics and regional integration. • Lead and/or participate in the development of new knowledge products and instruments that can be mainstreamed into country work, including the development of toolkits for analytical work, and the design of country wide policies. • Support the regions by participating in the policy dialogue with client countries and in lending projects initiated by country teams.• Act as a regional coordinator in charge of organizing ETIRI response to demands for cross support emanating from WBG regional and country teams.• Lead and/or participate in the corporate review of internal WBG products when concerned with trade dimensions.• Prepare briefs on trade matters for Senior WBG management• Lead and/or participate in knowledge sharing, learning activities and the internal and external communication of the Global Trade and Regional Integration Unit, and organize and contribute to dissemination activities, conferences, workshops and learning programs. • Participate in and expand the scope of partnerships established with other units and organizations active in the area of trade policy, trade facilitation and logistics.• Support the Practice Manager and the Global Practice with corporate demands and quality control of deliverables• Supervise, on behalf of the Practice Manager, the performance of a selected set of ETIRI staff, including providing regular feedback and an end-year assessment on staff performance.

Selection Criteria

• Masters or Advanced Degree in relevant field (economics, trade, industrialorganization), with at least 12 years of relevant professional experience ontrade issues (or PhD degree in relevant field, and at least 9 years of relevantprofessional experience);• Strong analytical skills (quantitative and qualitative) and proven trackrecord to conduct independent policy-relevant research, translate theory intopractical applications, and adapt professional knowledge and technical skillsto analyze, diagnose and propose solutions to policy issues and challenges;• Demonstrated comprehensive understanding of the concepts, principles andpractices which govern trade diagnostics and tools, and regional integrationpolicies;• Proven ability to translate concepts into practical approaches for Bankoperational work. • Experience in leading projects or complex components of projects• Demonstrated ability to work in a team environment with multiple prioritiesand tight deadlines. Strong analytical and organizational skills;• Excellent communication skills, both written and oral. Demonstrated ability totake leadership and communicate ideas effectively under pressure;• Willingness to travel extensively, including to remote and conflict affectedareas if required.• Understanding of Bank policies and practices related to trade.• Broad knowledge of institutions and rules regulating international trade.• Prior professional exposure to trade issues in developing countries highlydesirable.
