Equitable growth, Finance and Institutions
The Equitable Growth, Finance and Institutions (EFI) Practice Group provides support to low- and middle-income countries to build the economic and institutional foundations for inclusive and sustainable growth and, thereby, make progress towards achieving the World Bank Group's twin goals of reducing poverty and boosting shared prosperity. The EFI Practice Group includes the WBG Global Practices of Finance Competitiveness and Innovation (FCI); Governance (GOV), Macroeconomics Trade and Investment (MTI); and Poverty and Equity (POV).
Poverty & Equity Global Practice
The Poverty and Equity Global Practice, part of the Equitable Growth, Finance, and Institutions vice-presidency, plays a key role in supporting the World Bank Group's goals of ending extreme poverty and boosting shared prosperity. It generates knowledge and dialogue and supports operational solutions, focusing on poverty monitoring and statistical capacity building, markets and institutions, fiscal and social policy, and resilience to shocks and sustainability. The practice is organized into seven regionally-oriented units-EAP, ECA, LAC, MNA, SAR and two in AFR-each managed by a Practice Manager. The development and flow of global knowledge within the practice is facilitated through cross-cutting thematic lines, each of which is led by a thematic Lead Economist. Every member of the practice is affiliated with, participates in and contributes to the work of the thematic lines. In addition, the practice takes the lead in two corporate priority areas: (a) Data for Goals; and (b) Systematic Country Diagnostics.
East and Southern Africa Region
The East Africa Poverty unit (EAEPV) covers a large number of countries in East and Southern Africa with a broad range of challenges and opportunities. They are at different stages of economic development but all share the common goal of eliminating extreme poverty and reducing inequality.
Duties and Accountabilities
The Lead Economist in the EAEPV is responsible for taking a prominent role in establishing the Bank's reputation for excellence and topical global knowledge concerning developments in at least some of the following areas:
• Providing intellectual and strategic leadership to the regional team, helping to develop and disseminate effective approaches for addressing national and sub-national challenges in poverty reduction programs and shared prosperity.• Designing and implementing analytics on poverty, equity and shared prosperity, that provide policy relevant guidance.• Examining how markets and institutions work for poverty reduction, with a focus on improving opportunities and mobility for the poor and the near poor.• Using fiscal and social policies as an instrument to promote greater gender equity, equality of opportunities, poverty reduction and reduce vulnerability• Understanding risk management policies and tools to reduce vulnerability and build resilience, with special focus on the links between environmental risks, climate change and poverty.• Advising country and sectoral teams on how to address poverty, equity, labor market, fiscal and social issues in country assistance strategies, policy loans, operations, advisory services to client countries, and other country and regional analytic products.• Identifying entry points for Bank assistance and generate demand for the Bank's engagement,• Establishing strategic partnerships with other development organizations and bilateral aid agencies and facilitate access to international experiences to clients in the Region.
Selection Criteria
• Master's degree (PhD preferred) in Economics, Statistics, Development Studies or equivalent and a minimum of 12 years of relevant experience.
• Excellent quantitative and analytical background with experience of high-quality analytical work in the areas outline above, including publications in peer reviewed journals.
Additional criteria• Recognized and respected by peers; demonstrated ability to interact effectively at senior levels in different parts of the Bank, other organizations, client governments and civil society.• Track record of innovation, leadership, and integrity in leading operational programs, analytical work; experience leading and designing capacity building activities is desirable;• Ability to listen and integrate ideas from varied sources, create partnerships, and communicate to diverse constituencies inside and outside the Bank. And the capability to work in teams and across organizational boundaries, respecting the views of others.• Capability to deliver high-quality policy relevant analytic and advisory products within tight deadlines and budgets.• Ability to work with staff from all levels and to mentor, coach and motivate junior staff.• Desired experience on the ground in OECD, developing and/or transition countries, working successfully with constituencies in both the public and private sectors to promote poverty reduction, gender equity and results-based management.
