Basic Function

The Lead Pipeline Project Manager role is a dual leadership and individual contributor position within the Capital department, reporting to the Maintenance & Capital manager. The objective of position is to manage and support the department in positive manner to achieve agreed cost, schedule, quality, operability, and safety objectives established. This position coaches, mentors, and supervises project managers and field coordinators to sustain safe execution of the site capital objectives. The Lead Pipeline Project Manager is also accountable for managing the development and execution of multiple capital projects through all assigned phases. This position will work closely with various technical groups, operations, reliability, and maintenance personnel to oversee scope, design, and execute capital projects across the Pipeline organization.

Roles & Responsibilities
• Ensures compliance and drives continuous improvement in Health, Safety, & Environmental protection for the group and facility• Delivers GoalZERO performance through strong leadership, employee/contractor involvement• Develops and maintains site project management procedures and guidelines• Manages performance and professional development of direct reports• Assures the Roles and Responsibilities of staff are met• Drives a strong Project Management Process (PMP) Discipline culture that includes continuous improvement• Spending approval per Delegation of Authority (DOA) guidelines• Facilitates team member development, and completion of Performance Appraisals and Development Plans• Participates in STI and Merit increase determinations for team members• Ensures the Code of Conduct and all other Company policies are accurately, consistently, and fairly administered• Provides site Project Management Process oversight and leadership of small capital projects up to $15MM TIC• Lead multi-discipline project teams, including company and contract personnel, in resolution of technical and commercial issues• Ensures the execution of projects are consistent with approved project objectives and assume accountability for overall HSE, cost, and schedule performance during development, execution, commissioning and startup of projects• Lead definition of projects, scope development, and front end engineering in support of the project objectives• Develop and implement documented Project Execution Plan (PEP) that covers concept selection, project development, contracting strategies, execution, commissioning and startup, and post project evaluation• Ensures the development documents necessary for project funding gate reviews for site projects • Gather information and develop a thorough understanding of the project, while providing strong leadership skills to lead a diverse cross-functional team• Prepare and present project updates to senior management• Simultaneously manage multiple administrative tasks and projects effectively

Min. Qualifications
• Bachelor's degree in Engineering with minimum of eight (8) years of experience in pipeline/chemical/refinery industry is required• LYB plant and/or pipeline experience with the ability to work across multi-site teams• Working knowledge of pipeline regulatory codes/standards and their application.• Excellent communication and influencing skills• Effective leadership and organization skills• Working knowledge of equipment procurement and construction.• The ability to earn the confidence and trust of others through honesty, integrity and authenticity• The ability to maintain confidentiality with sensitive and private employee information• Willingness to coach, develop and hold others accountable• Commitment to health, safety, security, and environmental work processes• Working knowledge of SAP as well as the Management of Change process
