Summary
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as Federal Wage System Working Supervisor at Lock and Dam facility located within the Inland Marine Transportation System (IMTS). Work supervised and performed includes maintenance work required for upkeep of lock, dam, and other site buildings.

- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position is designated as "Mission Essential". Incumbent is required to report for, or remain at, work in emergency situations, and dismissal or closure announcements do not apply to him/her unless his/her supervisor instructs otherwise.
- Incumbent may be required to have an American Red Cross Standard First Aid card, CPR, and/or AED in good standing and/or wear a prescribed uniform based on site specific requirements.
- Incumbent may also be required to have a valid state drivers license based on job-related, site- specific requirements.
- Employees are required to observe established safe working procedures. Appropriate protective clothing and/or equipment is provided to minimize or eliminate hazardous conditions, and its use is mandatory.
- Employee may be required to acquire and maintain appropriate Corps of Engineers equipment operating licenses based on site specific requirements.
- A pre-employment physical and subsequent physical is required.
Qualifications
In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision.
Minimum Qualifications (Screen Out Element): Ability to do the work of a Lock and Dam Equipment Mechanic Supervisor without more than normal supervision. Perform the most difficult and full complex range of diagnostic maintenance inspections and repairs on all navigation and flood control project operating systems, machinery, structural components and related lock and dam equipment. Skilled in providing technical direction and training to mechanics, lock and dam operators, journeymen and new employees - Failure to meet this Screen Out Element will result in an ineligible rating.
- PHYSICAL EFFORT: Work requires frequent standing, stooping, stretching, climbing and crouching. Lifts and carries items weighing up to 50 pounds. May occasionally lift and carry items weighing over 50 pounds. Uses coordination of eyes, hands and feet, and also of legs and body in installing, repairing, or testing equipment in confined areas such as manholes, enclosed switchgear structures, or on overhead structures. Climbs ladders and poles.
- WORKING CONDITIONS: Works inside and outside, subject to changing climatic conditions, loud noises, prolonged standing, falling, water hazards, drowning, cuts and bruises. Works in cramped places and is exposed to dirt, grease, fumes, and dust; works around heavy construction machinery, with and around power shop equipment. Occasionally will work behind bulkheads or in tunnels below water level.
