The primary purpose of this position is to manage the Air Force Lean/Six Sigma and Air Force Lessons Learned programs in order to build and maintain the organic problem solving and lessons learned capacity needed to identify and optimize the effectiveness and efficiency of the organization's key processes and capitalize on the experiences and innovation of all citizen airmen.

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.
  • Must be able to obtain and maintain a Top Secret Clearance.

  • This position has been designated as a Testing Designated Position. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission.
  • This is an AF key management position where the incumbent may be required, to manage higher level process improvement activities which cut across organizational boundaries and produce positive impacts to AF Enterprise level process outputs.
  • The incumbent will be expected to complete all requirements for practitioner certification within established program guidelines and timelines if not already CPI Black Belt certified.

  • The incumbent may be required to fly in military and/or commercial aircraft to perform temporary/permanent duty assignments (TDY).
  • Certification as a CPI/LSS Black Belt with experience as a Green Belt trainer, coach and mentor is highly desirable for recruitment but not required for appointment to this position.
  • The incumbent may be assigned additional duties generally not to exceed 30% of total responsibilities.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: providing expert advisory services and recommendations to management of the organization. Determining application impact and providing policies and procedures for improving organizational systems and performing analysis and process expertise in scheduling, planning and material control areas in order to meet the mission requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Demonstrated skill in applying analytical and evaluative methods and techniques to a broad range of functional areas related to CPI, e.g. Lean, Six Sigma, benchmarking, metric/statistical analysis, and value stream mapping.

2. Knowledge of component/command or equivalent organizational structure and its supporting/supported elements and programs, mission, policies, goals, and philosophies.

3. Demonstrated experience in developing innovative and feasible solutions to complex issues in which the boundaries are broad and difficult to determine in advance.

4. Ability to integrate and coordinate multiple and related missions, functions, subjects, issues, and situations across echelons (or equivalent) to present and recommend solutions in a logical, cohesive format.

5. Knowledge of effective training principles, techniques, and tools required to design, develop, instruct, evaluate, improve and conduct training/course content.

6. Ability to research, interpret, develop and advocate component/command or equivalent organization laws, regulations, policies, and programs.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
