Summary
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This Management and Program Analyst position is assigned to the Program Executive Office, Command Control Communications-Tactical Network (6LE), PMO Tactical Radios, Operation Division, located in APG, MD.

- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for Practitioner certification in the Acquisition Career Field Program Management within 60 months of entrance on duty.
- Business travel required up to 10% of the time.
- Selectee must be able to obtain and maintain a Secret security clearance.
- The duties of this position require submission of, on an annual basis, OGE 450, Confidential Financial Disclosure Report.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience is defined as: 1) Providing oversight and guidance relating to Program Objective Memorandum (POM) and Predictive Resource Staffing Model (PRSM); 2) Managing manpower programs such as Command Plan Process, Total Army Analysis, and Change Management Plan Process to meet mission requirements; and 3) Conducting Manpower studies to determine the correct civilian and military allocations, requirements, and authorizations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-02 or GS-11 equivalent.

- This is not a remote position. Applicants will be expected to report to the identified worksite a minimum of one day a week or more depending on work requirements and supervisory approval.
- This is a DoD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-III of broad banding encompass the traditional GS-12 through GS-13 grades. Other initiatives under the demonstration projects include simplified classification, streamlined hiring process, and expanded developmental opportunities.
