Job Description

Summary

This position is located in the Department of Homeland Security (DHS), Office of Intelligence and Analysis (I&A), Program and Performance Evaluation (PPE) Division. The incumbent to this position plans and conducts broad management and substantive program analysis studies and projects; and provides advice and consultation to I&A and, the Department, and ODNI on improvement of organization and program activities and operations.

Qualifications

Specialized Experience GS-12
To qualify for the GS-12 grade level, you must possess the specialized experience equivalent to the GS-11 grade level in Federal Service or equivalent private/public sector experience. For this position, specialized experience is defined as:
  • Implement tools, systems, processes, and procedures to enable the measurement of short-and long- term organizational performance objectives aligned with strategic goals.
  • Collaborate with functional leadership within I&A Mission Centers to monitor and measure both qualitative and quantitative benchmarks associated with the production and analysis of both raw and finished intelligence outputs.

Substitution of education in lieu of specialized experience may not be used for this grade level.

Specialized Experience GS-13
To qualify for the GS-13 grade level, you must possess the specialized experience equivalent to the GS-12 grade level in Federal Service or equivalent private/public sector experience. For this position, specialized experience is defined as:
  • Implement tools, systems, processes, and procedures to enable the measurement of short-and long- term organizational performance objectives aligned with strategic goals
  • Collaborate with functional leadership within I&A Mission Centers to monitor and measure both qualitative and quantitative benchmarks associated with the production and analysis of both raw and finished intelligence outputs.
  • Work together with performance measurement counterparts throughout the Department, IE, other IC agencies and Governmental entities to facilitate the internal adoption of best practices and broader intergovernmental alignment of resources, priorities, and techniques.
