The primary purpose of this position is assessing performance gaps across an interagency, multinational, and Department of Defense (DOD) Personnel Recovery (PR) community, determining where performance gaps can and should be solved by Joint Academics and/or Joint Exercise, and engaging with Personnel Recovery Education and Training Center (PRETC) customers to close performance gaps.

- All new DCIPS employees are required to complete a two-year DCIPS trial period.
- The candidate must be able to obtain and maintain a Special Sensitive Security Clearance with access to sensitive Compartmented Information (SCI). A Non-Disclosure agreement must be signed.
- If authorized, PCS will be paid IAW JTR and AF Regulations. If receiving an authorized PCS, you may be subject to completing/signing a CONUS agreement. More information on PCS requirements, may be found at: https://afciviliancareers.com/regulatory/
- This posn is subject to provisions of the DoD Priority Placement Program

- Incumbent is subject to initial and random drug testing.

This is a GG-12 position in the Defense Civilian Intelligence personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GG-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Develops, communicates, and executes a resource-informed joint training allocation plan. Advises and recommends policies, goals, strategies, processes, and procedures to shape current and future year requirements, resourcing, and schedules. Monitors and assists customers in the development of joint academic and exercise requirements in keeping with the Joint Training System. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge in Joint Operations to include familiarity with Personnel Recovery Policy, Doctrine, Command and Control Architectures, Joint Tactics, Techniques and Procedures and DoD Personnel Recovery capabilities.
2. Knowledge of education and training management approaches, as well as methods and technologies for curriculum development and implementation.
3. Knowledge of organization roles and functions of the OSD, the JCS, Combatant Commands, US Special Operations Command, the Services, the Joint Special Operations Command, Interagency partners, and Foreign Military Sales organizations.
4. Skill in written and oral communication to develop and deliver briefings and reports.
5. Ability to conduct analysis of organizational performance to include delivery of findings and recommendations in written and oral communication.
6. Ability to lead cross-functional groups and deliver actionable outcomes.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
