This position is posted by Jobgether on behalf of a partner company. We are currently looking for a Management Consultant Level 1 I Data Governance Framework in Canada.

This role is focused on shaping and delivering a provincial-level data governance framework that enables secure, consistent, and efficient sharing of health data across multiple public-sector organizations. You will work at the intersection of strategy, policy, and data governance, engaging with senior government and health authority stakeholders to define principles, roles, and accountability structures. The position involves leading complex, multi-stakeholder consultations to align diverse organizations under a shared governance model while minimizing implementation disruption. You will assess existing data governance practices and design an adaptable framework that integrates seamlessly into current organizational structures. The role also includes developing implementation plans, executive presentations, and training materials to support adoption and cultural change. This is a high-impact advisory role where your work directly shapes how health data is governed and shared across the province.

Accountabilities:

  • Lead the development of a provincial Data Governance Framework aligned with shared principles for health data access, sharing, privacy, and security.
  • Facilitate consensus-building across ministries, health authorities, and government stakeholders in a complex public-sector environment.
  • Assess existing data governance practices across organizations to ensure the framework is adaptable and implementable.
  • Define governance structures, roles, responsibilities, and accountability models for inter-organizational data sharing.
  • Develop implementation plans for each organization to support integration of the framework into existing governance structures.
  • Produce executive-level documentation, including reports, presentations, and briefing materials for senior stakeholders.
  • Translate strategic objectives into actionable governance models and operational approaches.
  • Incorporate stakeholder feedback into iterative drafts and finalize the provincial framework for approval and adoption.
  • Design training program materials to build awareness of data governance principles and support cultural adoption (delivery not required).
  • Present findings and recommendations to senior leadership across health authorities and the Ministry of Health.
  • Requirements:

    • 7+ years of experience in data governance, information management, or similar advisory roles in complex public-sector environments.
    • Proven experience leading multi-stakeholder initiatives involving ministries, agencies, or health organizations.
    • Strong understanding of data access, data sharing, and governance frameworks involving large-scale personal data.
    • Knowledge of relevant Canadian and British Columbia legislation (e.g., Health sector policies, e-Health Act, Freedom of Information and Protection of Privacy Act).
    • Experience working with large, complex data systems and supporting analytics-driven environments.
    • Strong facilitation skills with ability to build consensus among diverse executive-level stakeholders.
    • Ability to design governance frameworks, policies, and operating models in complex policy environments.
    • Experience translating strategic objectives into business and implementation plans.
    • Strong written and verbal communication skills, including executive reporting and presentation development.
    • Experience in public-sector transformation or cross-organizational data initiatives is highly desirable.
