Qualifications
Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
To qualify at the GS-12 level: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-11 in the Federal service. Specialized experience is defined as experience:
- Drafting written briefs, memos, and decks for leadership and external audiences detailing key grant activities or summarizing regional economic development topics.
- Identifying and engaging with diverse sets of stakeholders, across public, private, and civic spheres. Supporting outreach and engagement activities for regional development.
- Monitoring the performance of a project or program against pre-determined indicators and metrics. Supporting project or performance management.
- Researching economic development strategies or policies, with a focus on regional and/or place-based initiatives.
To qualify at the GS-13 level: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is defined as experience:
- Independently developing written briefs, memos, and decks for leadership and external audiences detailing key grant activities or summarizing regional economic development topics
- Identifying and engaging with diverse sets of stakeholders, across public, private, and civic spheres. Leading or supporting outreach and engagement activities for regional development.
- Developing monitoring and evaluation frameworks to oversee projects or a portfolio of investments. Leading management of complex, multi-stakeholder projects or programs.
- Researching, analyzing, and recommending economic development strategies or policies, with a focus on regional and/or place-based initiatives.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

There is no positive education requirement for this position.
Additional information
Background Investigation: This position is designated as Non-sensitive/Low Risk and requires that a background investigation be conducted and favorably adjudicated in order to establish security eligibility. Please note this position is being filled under the Tech Hub Program. Employees will be hired under Tech Hub hiring authority as a Schedule A employee under the Excepted Service for a period not-to-exceed two (2) years.
