VPU Context
Operations Policy and Country Services (OPCS) plays a pivotal role in achieving the WBG's mission. OPCS is at the center of the 'operations complex' and plays a critical role in supporting the MDO and President of the WBG on all issues related to operations. OPCS develops and oversees WB operational policies and procedures for country strategies, lending operations, advisory services and analytical support, financial management, procurement, and environmental and social safeguards. This includes advising and providing hands-on assistance on the WB policies, processes, risk management related to operations (e.g. use of financing instruments; on procurement, financial management, and safeguards matters; and on results management).
OPCS played a central role in the design and launch of the World Bank's COVID-19 response, is part of the implementation team and responsible for reporting to Senior management and the Board on progress. Corporate functions carried out by OPCS include coordinating exchanges with the Board, managing interactions with the WB oversight units, and representing the WB in several global partnerships.
OPCS's 190+ staff are organized in four departments:
- Operations Policy Department (OPSPO) consolidates the corporate support and oversight of country strategies and all financing instruments as well as operational learning and managing the Operations Help Desk and the Operations Committee
- Operations Standards, Procurement, Financial Management (OPSPF) is responsible for safeguards, procurement, and financial management
- Operations Strategy, Risk, and Results (OPSRR) focuses on Bank strategy; risk management in operations, strengthening results and effectiveness throughout the institution, including the Corporate Scorecard; support to the country directors' and management communities; and portfolio monitoring and oversight
- Operations Standards, Environment and Social (OPSES) is responsible for Environmental and Social Standards and Safeguard Policies, including support to operations, learning and training, knowledge management, reporting, interface with the Inspection Panel, and management of the Grievance Redress Service (GRS)
Unit Context
The Investment Lending Unit (OPSIL), in the Operations Policy Department (OPSPO) work involves stewardship of operational policy regarding Investment Lending products including Investment Project Financing (IPF), Program for Results lending (PforR), and Guarantees. In addition, the unit handles of the Operations Help Desk and is the main counterpart with ITS on the Operational Portal. The position will involve frequent interaction with staff in Global Practices, Regions and corporate departments. It will provide the opportunity to gain broad exposure to strategic and operational issues, across all Regions of the Bank, and the opportunity to develop a deeper understanding of the business and functioning of the Bank.

Duties and Accountabilities
The Manager leads a team of seasoned and motivated professionals, focused on maintaining operational policy framework in the area of investment lending, advising task teams and Senior Management on the strength of operations and on adherence to the operational policy framework, and looking for innovations to increase the development impact of our operations. S/he is accountable for performing the responsibilities, modeling the behaviors and maintaining technical competencies in his or her capacity as a member of the OPCS Leadership Team. Accountability means being answerable for managing quality, risks, results, institutional initiatives and compliance with Bank policies and procedures.
The Manager reports to the OPSPO Director and works in close consultation and coordination with the OPCS Leadership Team. S/he supports World Bank operations management, including instrument innovation, operational policy management and training.
The Manager will be accountable for timely and high-quality performance on the following responsibilities:
- Solutions and Client Results
- Leadership in instrument innovation and product development to improve development impact and delivery of key corporate strategic objectives.
- Manage operational policy, directives, procedures and guidance, including revising and updating to reflect corporate priorities. This will require close interaction with management across the WBG, as well as the Board.
- Manage corporate reviews and support for country teams on issues pertaining to IPF (including guarantees) and PforR, as well as on issues related to MPAs.
- Together with ITS, oversee operations of and investments in the Operations Portal, including the current Operations Portal Modernization.
- Work closely with WFA, DFI, BPS, LEG, ECR, and ITC to ensure that corporate messaging, policies, guidance, procedures and systems are consistent across units, and are designed to efficiently assist operational teams.
- Oversee analytical and research work focused on improving the development impact of investment lending.
- People/Talent Management
- Model exemplary WBG leadership values and managerial behaviors and reinforces these qualities in the management team and staff.

- Resource Management
- Ensure the timely delivery of outputs within the available budget envelope.
- Project and monitor use of resources to ensure compliance with Bank procedures.
- Approve and govern SAP transactions.
- Relationship Management (Internal and External)
- Promote a culture of effective teamwork within the unit, in the VPU Management Team, with Departmental teams in OPCS, and with other parts of the Bank as appropriate.
- Other strategic and implementation matters as needed in forums within OPCS, with other parts of the Bank, and externally.
Selection Criteria
- PhD or Master's degree in a relevant field/discipline and at least 12 years of experience in positions of increasing complexity and responsibility.
- Prior work experience in achieving results on the ground in more than one world region (including both pre-Bank and Bank experience).
- TTL experience in investment lending, at all phases of the project cycle, including identification, preparation, implementation and closure.
- Experience in writing and peer reviewing analytical and research work.
- Demonstrated strong strategic orientation, with the ability to contribute to converting corporate strategic priorities into actions that both meet the operational needs of Regions and OPCS's corporate management role.
- Demonstrated in-depth experience working across units and disciplinary boundaries, and with multiple stakeholders both public and private in building collaborative alliances for results.
- Excellent written and oral communication skills with proven experience in dealing with the policy makers, media, external constituencies, and expert groups.
- Proven strong skills and experience in managing people and resources in an efficient and collegial way.
- Proven ability to work in a collaborative environment with senior external counterparts, senior WBG managers, team members, and across organizational boundaries.
- Outstanding interpersonal, diplomatic and partnership skills.
- Broad and deep understanding of the full range of the Bank's lending and non-lending products, services and procedures, gained through operational experience.
- Superior level of resourcefulness, ability to work with considerable autonomy as well as willingness to work under pressure and through the whole spectrum of activities from the strategic level to the resolution of specific issues and details.
