The Independent Evaluation Group (http://ieg.worldbankgroup.org/) (IEG)'s mission is to improve World Bank Group (WBG) development results through excellence in evaluation. IEG also aims to promote an operational learning culture in the WBG by identifying and disseminating the lessons learned from evaluation work. IEG is directly responsible for:

* Assessing whether WBG programs and activities are producing the expected results;

* Making recommendations to help improve the development effectiveness of WBG programs and activities, and their responsiveness to member countries' needs and concerns;

* Appraising WBG self-evaluation and result measurement systems and attesting to their adequacy to the Boards;

* Reporting periodically to the Boards on actions taken by the WBG in response to evaluation findings, and on the measures being taken to improve the overall evaluation system, including dissemination and outreach activities;

* Cooperating with the evaluation heads of other international organizations; and

* Encouraging and assisting client countries to build effective monitoring and evaluation systems and capabilities.

IEG reports directly to the Board of Executive Directors and is led by the Director General, Evaluation ("DGE"). The organizational structure comprises:

* Office of the DGE

* Human Development and Economic Management Department

* Finance, Private Sector, Infrastructure, and Sustainable Development Department

* Knowledge Management and Communications Unit

IEG is operating in a changing organizational and development context. In response, IEG has implemented a number of internal reforms to enhance its impact and influence, and ensure that IEG's products and processes are fit for purpose.

Key reforms include:

* A revised IEG work program entailing six work streams - Gender, FCV, Climate Change and Environmental Sustainability, Human Development, Jobs, Growth and Shared Prosperity and Mobilizing Finance for Development - and two cross-cutting streams - Governance and Institutions and WBG Corporate Effectiveness;

* An in-depth review of IEG's 'Micro-Product' portfolio to identify strategies for enhanced learning and insight, including through improvements to IEG's validation methodologies, more systematic application of AI tools and enhanced use of 'evaluation synthesis' to draw lessons across operations by sector, geography and over time;

* A revised Management Action Record (MAR) to support more candid and outcome focused follow-up of the management response to IEG recommendations;

* A revised Monitoring, Evaluation and Learning Plan to replace the existing Results Framework with increased focus on capturing the influence of IEG's work at the strategic as well as the operational level, along with an ongoing commitment to self-evaluation, feedback and learning;

* A newly introduced product - the Evaluation Insight Note - designed to provide short form, operationally relevant insights and lessons based on IEG's stock of existing evaluative evidence;

* Newly expanded tools for sharing and communicating evaluative evidence, including a new podcast 'What have we learned';

* A significantly scaled-up commitment to Evaluation Capacity Development with the launch in early 2021 of The Global Evaluation Initiative a global partnership intended to support the development of national M&E capacity in low and low-middle income countries.

The Department Position

The role of the Knowledge Management and Communications Unit (IEGKC) is to strengthen IEG's impact and influence by increasing the accessibility of IEG's evaluation evidence, identifying and disseminating key lessons learned to target audiences within and beyond the WBG; supporting IEG staff learning and supporting IEG's data strategy and infrastructure. IEGKC plays a central role in IEG's focus on facilitating learning and knowledge sharing from evaluations, as such, IEG is seeking a dynamic and innovative Manager with excellent people and communication skills to lead this important agenda.

Duties & Accountabilities

Given the importance of learning and knowledge sharing to IEG, the Manager reports to the DGE and is a member of the Senior Leadership Team (SLT).

Key accountabilities include:

Business Management

* Provide leadership and oversight of the knowledge, data and systems, communications and learning program involving close collaboration with IEG departments, WBG operational learning and knowledge partners and ITS.

* Contribute to the development of the IEG work program ensuring alignment with WBG strategic priorities, the IEG work streams and the IEG and monitoring, evaluation, and learning (MEL) plan.

* Oversee effective, efficient, and timely delivery of the unit's work program, in line with the approved IEG work program.
Team and Functional Leadership

* Provide leadership, direction, coaching and feedback to ensure a cohesive, high performing unit.

* Lead, drive and inspire technical and behavioral excellence within the team, and model exemplary IEG values and behaviors, to encourage, implement and promote a culture of staff learning, effective teamwork, client engagement, diversity, inclusion, and innovation.

Resource Management

* Oversee and lead resource management across the unit in full compliance with IEG and WBG fiduciary standards and operating procedures.

* Set priorities and allocate budget within unit, in line with institutional priorities and a view to maximizing the impact and value-added of IEGKC's activities.
Stakeholder Engagement, Partnership and Influence

* Collaborate and contribute to strong working relationships with communications, learning and knowledge management specialists across the WBG.

* Collaborate and contribute to strong working relationships across the different departments in IEG with a view to enhancing the impact and influence of IEG's work.

* Build, develop and maintain networks with partner organizations on knowledge sharing and communications around evaluation evidence.

Selection Criteria

The Manager for Knowledge Management and Communications will have the following minimum qualifications, skills and personal attributes:

* Advanced degree in a relevant field and a minimum of 12 years of experience in positions of increasing complexity and responsibility;

* Prior experience in a Knowledge Management, Communications and/or Data/Systems function.

* Prior experience in key sectors of development with experience of private sector development issues a plus;

* Prior experience in successfully managing a complex, diverse group of highly skilled professionals and a demonstrated capacity to develop and motivate teams for impact;

* Superior analytical skills with knowledge of evaluation and the role that it plays within international organizations;

* Expert ability to communicate clearly and concisely, both orally and in writing, as well as cultivate an active network of relationships inside and outside the organization to represent IEG;

* Excellent teamwork and interpersonal skills, with an open and collegial work style, ability to listen and integrate ideas from different points of view;

* Strong client engagement skills, including credibility in engaging with and influencing IEG stakeholders (including at Board level) and senior staff in WBG, with experience of IFC and/or MIGA a plus.

Required Competencies
