Background / General description:
Prospects Group. The Prospects Group of the Development Economics Vice-Presidency provides timely analysis on global economic and financial developments, and their impact on the member countries of the WBG. Internally, it informs and helps define policy positions of the WBG and provides analytical support for operations. Externally, the Prospects Group (DECPG) aims to influence global policy debates on major macroeconomic and development issues. In fulfilling this objective, the Group leads the WBG's monitoring, analyzing, and forecasting work in global macroeconomics. It produces topical and policy-oriented analytical work, including the semi-annual WBG corporate flagship Global Economic Prospects report and the semi-annual Commodity Markets Outlook report. In addition, DECPG produces a wide range of analytical studies that appear as working papers, policy notes, and research publications in scientific journals, conference volumes, and book chapters. Position. DECPG is looking for a Manager (GH level) based in Washington DC with outstanding analytical, surveillance, drafting, and presentation skills to contribute to its main tasks. The Manager reports to DECPG's Director and will help lead the Group's work program to help formulate the Bank's views on the state of the global economy and topical policy challenges. The Manager, working with three lead economists, will supervise a group with more than 40 staff and consultants in three major work streams: Global, regional, and advanced-economy macroeconomic and financial surveillance; analytical work on topical macroeconomic and financial issues; and commodity markets. The Manager will ensure the highest quality in DECPG's surveillance and analytical work and the timely delivery of its products. Specifically, the task will involve the following responsibilities:
• Global, regional, and advanced-economy macroeconomic and financial surveillance: The Manager will work closely with Lead Economists and teams to help oversee the production of the Global Economic Prospects report, briefings for Senior Management, and other surveillance products, including the Global Monthly. The Manager will ensure that surveillance is informed by state-of-the-art analytical work produced in-house and externally. The Manager will coordinate closely with other WBG units and ensure the timely delivery of products typically prepared under tight deadlines.
• Analytical work on topical macroeconomic and financial issues: The Manager will provide intellectual leadership for DECPG's analytical products. The Manager will drive an innovative and topical analytical agenda that informs and supports global macroeconomic and financial surveillance and is potentially publishable in high-profile academic outlets. The Manager will work closely with three Lead Economists to coordinate and prepare analytical work on topical global policy challenges involving cyclical and structural issues.
• Commodity markets: The Manager will work closely with staff working on commodities and help oversee the production of the semi-annual Commodity Markets Outlook. The Manager will help advance the analytical agenda on commodity market developments and their macroeconomic implications.
• Resource management: The Manager will oversee tasks involving DECPG's financial and human resources and its trust fund portfolio and commitments.
Selection Criteria
- Master's degree required; Ph.D. strongly preferred
- Outstanding leadership skills, including demonstrated ability to lead large and diverse teams to deliver high-quality products under intense time pressure
- Excellent written and oral communication skills, including exposure to media, external constituencies, and expert groups
- More than 12 years of relevant experience required in positions of increasing complexity and responsibility
- Proven record of global, regional, and country-level economic surveillance, including forecasting output growth, inflation, and other major macroeconomic aggregates and designing global risk scenarios in the context of general equilibirum and/or macroeconometric models
- Proven record of excellent analytical work published in high-profile academic and policy outlets
- Strong economic intuition with an eye for policy implications of analytical work
- Familiarity with production processes and outputs similar to those of DECPG
- Demonstrated ability to collaborate effectively with colleagues in a multicultural team
- Proven record of mentoring and supporting junior staff members and fostering a positive work culture, teamwork, innovation, and client orientation
- Excellent skills in management of inclusive and diverse work force and in professional development to build a pipeline of talented economists
- Since this is a Washington D.C.-based position, individuals not ready to move to Washington D.C. need not apply
